Job Duties:
The City of Virginia Beach is recruiting for a BH/DS Supervisor II for the Early Intervention program. The Part C System Manager is responsible for overseeing the implementation, compliance, and performance of the Early Intervention (Part C) program. This role manages the day-to-day operations of the unit, ensures adherence to federal and state regulations, and provides direct supervision to staff. The position plays a key role in program quality, data integrity, and cross-system coordination to support infants and toddlers with developmental delays and their families.
Specific Duties
Oversee the implementation of Part C Early Intervention services in accordance with IDEA Part C regulations
Ensure compliance with federal, state, and local policies, including timelines, service delivery, and documentation standards
Monitor program performance metrics, outcomes, and reporting requirements; Lead system improvement initiatives, including workflow optimization and process standardization
Collaborate with internal and external stakeholders (providers, agencies, families) and support contract management and provider relations as needed.
Manage data collection, validation, and reporting (e.g., service delivery, IFSP timelines, outcomes) and ensure the accuracy and integrity of data within the Early Intervention system.
Analyze trends and generate reports to support decision-making and compliance; lead quality assurance and continuous quality improvement activities.
Provide direct supervision to unit staff (e.g., service coordinators, data staff, program specialists); facilitate team meetings and communicate program updates.
Oversee daily unit operations, ensuring timely and efficient service delivery; monitor the unit’s budget and spending for efficiency.

Minimum Requirements:
MINIMUMS: Requires a Bachelors degree in a human services field (such as psychology, behavioral or mental health, special education, social work) and seven (7) years of developmental services experience associated with such positions as senior clinician, educator with program coordination responsibilities, or supervisor of a major program unit, with one (1) year of supervisory experience OR a combination of education and/or developmental services experience equivalent to eleven (11) years associated with such positions as senior clinician, educator with program coordination responsibilities, or supervisor of a major program unit, with one (1) year of supervisory experience. Must have a current and valid driver's license.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
