The Office of State Resources (OSTR) is responsible for the stewardship, administration and strategic management of Louisiana’s publicly owned land, mineral, water and subsurface assets for energy-related development. At the direction of the SMEB, the Office supports the full lifecycle of public resource management — beginning with the initial bid and contract evaluation, negotiation and title verification. Once agreements are in place, OSTR oversees operational compliance, ensuring that developers and operators meet performance standards, fulfill contractual obligations, and remit appropriate royalty payments to the State. This integrated model allows OSTR to uphold its fiduciary obligations, enforce accountability, and manage Louisiana’s resource portfolio with foresight and precision. OSTR’s role expands beyond land and minerals to ground and surface water management, creating a foundation for conservation, monitoring, and strategic planning statewide.

OSTR manages Louisiana’s proprietary interests in minerals, water, and alternative energy on state lands and water bottoms. It oversees leasing through the State Mineral & Energy Board, ensures accurate royalty collection and audits, and expands into renewable leasing and groundwater management. By uniting mineral, land, and water stewardship, OSTR provides fiduciary oversight of public assets while developing a comprehensive water plan and integrating groundwater district functions. Its role ensures the state captures fair value from resources while safeguarding long-term sustainability.

This Auditor 1, 2, or 3 position is located in the Income Division within the Office of State Resources in Baton Rouge, LA. This position performs highly responsible, professional auditing work involving the performance of complex audits in oil and gas company offices and/or other field locations. Work requires extensive knowledge of the oil and gas industry, the regulations governing this industry and the contractual obligations applicable to the specific company under audit. Work is performed independently, with general supervision received from an Auditor Supervisor or Audit Manager.Three years of experience in accounting or auditing; OR

Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR

A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR

A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR

A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation; OR

An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR

A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.

Job Duties:

The Auditor's responsibilities include, but are not limited to the following:

  • Works in accordance with requirements and standards set under the Council of Petroleum Accountants Society's (COPAS) standards and procedures, generally accepted auditing standards, and contractual terms contained in mineral lease agreements.
  • Reviews staff audit reports to assess audit issues associated with the state receiving the correct percentage and volumes due of the oil, gas and liquid royalty.
  • Directs all allocation activities related to the auditing of allocations of oil, gas and liquids royalty to implement and maintain an audit program of oil, gas and liquid allocations.
  • Assesses and determines the need for new laws, requirements or changes to existing state mineral leases.
  • Proposes audit strategies to make certain that the state is receiving correct percentage and volume of the oil, gas and liquid royalty and correct allocations to various state and local governmental entities.
  • Serves as technical advisor to management regarding allocations and percentages of royalty due, and liaison between management and other auditors and staff throughout the section who are responsible for auditing state owed royalty.
  • Independently performs monthly audits of major payor company accounts.
  • Assists in the training of subordinate auditors, particularly in the billing and collecting procedures for royalties, interest, and penalty fees and the usage of personal computer languages such as Microsoft Excel and Microsoft Word, Discoverer and the Mineral Resources network features.
  • Performs research to satisfy information requests from the State Treasurer's office, Parish Government officials, and Department of Wildlife and Fisheries officials, regarding allocation of state mineral revenue to the parish royalty fund and dedicated income funds, such as Russell Sage Foundation and Rockefeller Refuge.
  • Other duties as assigned.
