Assistant Planner

The purpose of this position is to provide technical and administrative zoning support and coordination to the Planning & Development Services Department. Serves as the primary point of contact for general zoning questions. This class works under close to general supervision according to set procedures but determines how or when to complete tasks.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Interacts with customers on a walk-in basis, providing general zoning information.
  • Answers telephones and responds to emails to provide information concerning general zoning information.
  • Respond to zoning verification letter requests.
  • Assists with planning and zoning application intake and distribution to other departments and record retention.
  • Reviews various permits such as building permits, certificate of use permits, temporary event permits and other permits as deemed necessary.
  • Receives and reviews certificate of use applications & forms as well as explains requirements, procedures, fees, etc., to business owners.
  • Performs necessary inspections related to certificate of use applications.
  • Coordinates with the Business Tax Office to ensure all businesses have obtained both a certificate of use & a business tax receipt. Coordinates approved Certificate of Use applications with the Building Division.
  • Research codes of other municipalities as directed.
  • Assist with neighborhood meetings as needed.
  • Assist in developing the division’s operating procedures.
  • Serve as member of various committees, team projects, task forces, etc.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Currently enrolled in a Bachelor’s Degree program in Urban Planning or related major.
  • One (1) year of experience working in a Planning & Zoning office or an equivalent combination of education, training and experience.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of general urban planning principles.
  • Knowledge of reporting, business letter writing and formatting.
  • Knowledge of the functions and operations of the activities of municipal government.

  • Knowledge of computer software and programming, including word processing and spreadsheet related software.

  • Ability to establish and maintain effective working relationships with City officials, vendors, and the general public.

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

WORK ENVIRONMENT:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

WORK HOURS
Monday – Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
