This position reports to the City Comptroller and is responsible for assisting in the efficient and effective management of various segments of the General Accounting Division to achieve the goals assigned by the Finance Department. Primary responsibilities include:

  • Assists the City Comptroller in managing the General Accounting Division, including serving as backup in the City Comptroller’s absence.
  • Provides oversight of the Accounts Payable and Accounts Receivable functions, including the lien reduction program.
  • Assists in the improvement and maintenance of Oracle Fusion ERP, the City’s modernized general accounting system, including the implementation of additional features and modules to streamline operations.
  • Reviews and maintains budgetary controls designed to prevent expenditures in excess of appropriations or allotments.
  • Coordinates with division segment leads to ensure smooth and accurate financial operations, recording, and reporting. Assists segment leads with cross-divisional and departmental problem solving.
  • Partners and works collaboratively with other departments and agencies to resolve problems and ensure proper accounting processes and systems utilization throughout this large, consolidated city.
  • Identifies, promotes, and makes recommendations to City Comptroller on opportunities to solve problems and improve the City’s accounting processes, internal controls, and procedures.
  • Provides customer service to departments by responding to their requests and exchanging information with them in a timely and courteous manner.
  • Provides training and technical assistance when needed.
  • Provides oversight during the year-end close, external audit, and preparation of the annual comprehensive financial report (ACFR). Ensures compliance with Generally Accepted Accounting Principles.
  • Participates in conducting thorough pre-audits of all City payment processes, before payment. Participates in the maintenance of audit controls over cash receipts.
  • Oversees the Division’s response to Council Auditor examinations, follow up audits, and any implementation of remediation efforts resulting therefrom.
  • Communicates clear direction, manages for results and leads organizational change.
  • Assigns responsibility, takes corrective action, and demonstrates leadership in evaluating, developing and motivating employees.
  • Bachelor’s Degree or higher from an accredited institution in accounting OR
  • An unrelated degree with a CPA certification.
  • At least five (5) years supervisory experience in general accounting or equivalent experience.
  • A CPA certificate and/or other relevant certification - preferred.
  • Governmental accounting experience and/or graduate degree - preferred.
