Accounting Specialist (Utility Billing)

The City of Lake Oswego is searching for dependable, responsible contributors committed to professionalism, excellence and success. The highly rated Finance Department is seeking an individual to focus on billing functions. Incumbents will perform complex clerical, records and para-professional duties in supporting and coordinating the City's utility billing processes/systems.

This is a customer facing position and requires assisting individuals who visit or contact City Hall.

  • Provide customer service on the phone, or at the front counter. Accept assignments at the front counter as back-up or as otherwise assigned.
  • Coordinate, organize, and issue bills for all City utilities, and other services, as assigned.
  • Maintain the integrity of customer accounts, customer notes, billing and payment records, and maintain the integrity of the water consumption database.
  • Administers the utility billing functions to include the billing of Water, Wastewater, Surface Water, and Street Maintenance services, maintaining utility accounts and consumption data, contacting customers, resolving complaints; performs various collection functions.
  • Maintain the integrity of all customer accounts and notes.
  • Serve as passport agent, accepts passport applications and forwards to Regional Office - U.S.
  • Perform other related duties as assigned.

The selected candidate will fill one of the following positions based on qualifications:

Accounting Specialist II ($25.86 - $33.03 / hour)

This is the journey level classification in the accounting specialist series. Incumbents are expected to perform semi-skilled to skilled accounting work with minimal direction. Work may require independent judgment in the application of regulations and accounting principles within established procedures. Incumbents may be responsible for a major record keeping function, such as utility billing.

Accounting Specialist III($30.01 - $38.31 / hour)

This is the advanced journey level classification in the accounting specialist series. Incumbents are expected to perform highly skilled accounting-related work with minimal direction and supervision. Assignments may be in a highly specialized area where incumbents have primary responsibility for a major accounting function. Work routinely requires independent judgment in the application of level of customer service, regulations and accounting principles, and priority setting Receives general supervision from a professional level accounting position.

Priority consideration will be given to applicants with two years related work experience and knowledge of financial record keeping systems, methods and principles. Candidates must have strong skills with Microsoft Word, Outlook, Excel and Adobe Suite applications. Selected candidates will be personable and professional and they must be able to communicate with the public and City employees in a clear, tactful and courteous manner. Must be able to use the keyboard and use general office equipment such as computers, printers, and fax machines. This position is subject to mandatory participation in electronic funds transfer (EFT) for payment of net wages (i.e., Direct Deposit or PayCard).

Annual Pay range:

Accounting Specialist II - $53,790 - $68,705

Accounting Specialist III - $62,423 - $79,687

Non-cash compensation includes medical, dental, vision, PERS employee pick up, and VEBA contribution.

Bilingual Pay:Employees who can speak and/or write a language listed in the top five (5) most common languages spoken in the Lake Oswego School District, may be eligible for three percent (3%) bilingual pay.
