The City of Idaho Falls is accepting applications for an Accountant III. This position performs a variety of advanced-level accounting, audit, and financial analysis, monthly and yearly reporting, and budget preparation.

**A Bachelor's Degree is requiredfor this position.**Review the application of accounting policies and procedures to ensure that appropriate controls are achieved and that necessary financial information is being produced.
Works collaboratively with the Finance Manager, Assistant Finance Manager and Municipal Services Director on the annual audit, budget and monthly financial reporting. Supports and ensures compliance with related city and utility policies, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards, and Uniform Guidance (2 CFR Part 200). Performs and reviews reconciliations, adjustments, and supporting documentation, inventory counts and adjustments, communication with the auditors, and implementation of viable audit recommendations.
Accurately reviews and maintains a variety of financial records and prepares reports, including, but not limited to:
- Responsible for reviewing work of Accountant I and II’s as assigned.
- Prepares and makes adjusting entries for the monthly and annual financial Report for City departments.
- Assists in preparing monthly and annual financial statements, including making GAAP and GASB entries and distributes to department managers and regulatory agencies as required.
- Assists in preparing quarterly financial reports for Department Directors, Mayor and City Council.
- Assists in reconciling the general ledger with various subledgers.
- Assist the Finance Manager and Assistant Finance Manager with the preparation of the Annual Comprehensive Financial Report.
- Assist the Finance Manager and Assistant Finance Manager with fiscal year end closing.
- Cross train with other Finance staff to become familiar with Finance Office duties and assignments to provide support when assigned.
- Produces short-term, mid-term and long-term financial forecasts of City revenue and expenditures. Research and identification of economic influences on the City's revenues and expenditures, performs statistical analysis and comprehensive review of City forecasts model variables. Assists City Finance Manager in the preparation of summary presentation and reports to internal departments and outside agencies.
- Assists the Finance Manager and other finance staff in reviewing, developing, and auditing other departments for compliance with internal controls, financial, city, and personnel policies.
- Analyzes departmental financial problems and proposes solutions, recommends changes in financial management and procedures to keep pace with growing and changing local government.
- Assists the Finance Manager in training department personnel in unique procedures and policies related to municipal accounting.
- May be assigned, under the direction of the Finance Manager or Municipal Services Director, to lead staff in completion of certain projects or processes.
Attends and participates in weekly staff meetings. Supports, as needed, in the creation and updating of various procedures, reports, and general information. Fills in for other finance division staff from time to time.
Performs related duties as required.
1. Education and Experience:A. Graduation from an accredited four (4) year college or university with bachelor’s degree in accounting;
AND
B. Five to Seven years of accounting, municipal government or audit experience.
C. Certification in financial related field is desirable, i.e. CPA, CMA, CFGM, CPFO
2. Knowledge, Skills and Abilities:Considerable knowledge of principles and practices of municipal accounting considerable knowledge of auditing procedures and methodology; considerable knowledge of state and federal laws related to municipal financial management considerable knowledge of accounting, quality control, and analysis; considerable knowledge of City fiscal management goals and objectives; working knowledge of principles of supervision; Good interpersonal communication skills; considerable knowledge of governmental accounting .
Ability to analyze accounting problems and determine alternative solutions; ability to create and reconcile numerical data queries out of financial software platform; ability to prepare complete and accurate reports and statements of a complex nature; ability to perform detailed work involving written or numerical data; ability to make mathematical calculations rapidly and accurately; ability to analyze accounting systems and procedures; ability to adapt to unique accounting problems where established procedures do not always apply; ability to communicate effectively, verbally and in writing; ability to develop effective working relationships with department heads, supervisors, fellow employees, and the public.

Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing.
