Job Duties:

The City of Virginia Beach is recruiting a Youth Services Supervisor for our Juvenile Detention Center! The Virginia Beach Juvenile Detention Center (VBJDC) provides temporary, safe custody for juveniles who have criminal charges and need a restricted environment for their own protection or the protection of the public. This position exercises general supervision over staff on an assigned shift that are responsible for the primary care, custody, and control of youth held in the detention center.

The ideal candidate will demonstrate experience working with counseling, social work principles, and mental health assessment techniques and treatments as related to the juvenile population, experience with juvenile detention programs, and knowledge of Department of Juvenile Justice standards, regulations and procedures.

Specific Duties of this position include, but are not limited to:

  • Ensure the VBJDC is appropriately staffed for each shift and maintain a safe and secure environment for residents, visitors, and staff.
  • Track, evaluate, and make recommendations for staff training programs.
  • Provide accurate and timely documentation of serious incident reports and notification to required leaders or departments.
  • Make reports for child abuse or neglect, Prisoner Rape Elimination Act (PREA), Behavioral Health, and Continuous Quality Improvement (CQI) as mandated by policy.
  • Ensure all State, Local and Federal policy and procedures are followed and implemented. Maintain a cooperative relationship with community agencies Law enforcement, courts, medical providers, Department of Juvenile Justice, and other organizations.
  • Provide supervision to Youth Detention Specialists and Senior Youth Detention Specialist to include: leave management, training, coaching, performance management, regular performance evaluations and disciplinary action as required.
  • Ensure staff conducts security/perimeter checks, resident head counts, equipment checks, furniture inspections and monitors security cameras.
  • Supervise all movement of residents within the Detention Center’s facilities; maintains the orderly conduct of residents and visitors; responds to minor disturbances and/or emergency situations.
  • Supervise and create programs for residents and group meetings topics of discussion.
  • Hold pass down meetings with the changing of shifts and conduct staff meetings with set agendas, training, and minutes – both requiring exceptional oral and written communication skills.

Shifts rotate every six (6) months:
  • 7:00am - 3:00pm
  • 3:00pm - 11:00pm
  • 11:00pm - 7:00am
  • Includes weekends and holidays.

Minimum Requirements:

MINIMUMS: Any combination of education and experience equivalent to a bachelors degree from an accredited college or university with major course work in psychology, sociology, education counseling, criminal justice or related field and four (4) years experience working with youth; or an associates degree and six (6) years experience working with youth; or a high school diploma or General Education Development Certificate (GED) and eight (8) years experience working with youth. CPR, First Aid, and Crisis Intervention certification. Must have a current and valid driver’s license.

SPECIAL REQUIREMENTS: Must be able to work rotating shifts (days/evenings/midnights) including weekends and holidays and be available to work overtime when required to meet operational needs. Requires an acceptable background check. Requires a current tuberculin test. Successful completion of a pre-employment physical.

Preferences:

Experience with Safety and security policies and procedures in a detention center
Four (4) or more years experience implementing juvenile detention programs
Two (2) or more years experience as a supervisor or leader in a youth detention setting
Experience working with community services and facilities for juveniles
Experience training staff in a secure setting
Experience with court orders and ensuring adherence to conditions/requirements
Experience working in a position subject to Department of Juvenile Justice policies and procedures
Experience providing accurate and timely notification and documentation of serious incidents
