General Definition of Work
Employees in this class determine, document, and ensure applicants meet all program integrity requirements necessary for eligibility every six months to one year for WIC program participants. The employee verifies and documents proof of identity, residency, and income for applicants based on acceptable identification as approved by WIC regulations. Verifies and documents proof of income for every member of the applicant's household, calculates gross income per household unit, and uses professional judgment to determine family size also based on WIC regulations. Supervision is received through individual conferences and unit meetings and by review and evaluation of cases.

  • Provides information regarding program services, eligibility requirements and benefits.
  • Initiates patient master record at the initial appointment for WIC services. Interviews patient and enters demographic information into the system.
  • Based on information provided and verification of information, determines client eligibility for WIC Services, protects confidential client information.
  • Documents required information regarding food benefit issuance for certification, individual assessment and counseling visits, or nutrition education classes.
  • Mails vouchers to participants with serious medical conditions, faxes information to facilitate transfers, and copies required documentation.
  • Provides nutrition mini lessons to individual participants at food benefit issuance.
Knowledge, Skills, and Abilities:
  • Thorough knowledge of office practices and procedures.
  • Working knowledge of a variety of software packages.
  • Writing skills used to correspond with clients and members of the community.
  • Reasoning skills used to follow directions and procedures; arrive at logical conclusions; objective analysis of facts.
  • Ability to take initiative and work independently when appropriate.
  • Ability to work with hostile or emotionally distraught individuals. The skill to pacify an individual in an agitated or highly emotional state is a plus.
  • Ability to type with accuracy at the speed required by the particular position.
  • Ability to use judgment in organizing and establishing arrangement and format of materials.
  • Ability to compose and gather a variety of materials independently.
  • Ability to plan and organize work independently.
  • Ability to document complex situations in a comprehensive and legible manner.
  • Ability to add, subtract, multiply, and divide whole numbers and fractions, including use of decimals and computation of percentages.
  • Ability to plan and organize work and time in an efficient manner which will result in applications, reviews, desk revisions, etc. being processed by program deadlines.

Physical Activities, Visual Acuity, and Conditions for this Position
  • Balancing - Maintaining body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium
  • Stooping - Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles
  • Crouching - Bending the body downward and forward by bending legs and spine
  • Reaching - Extending hand(s) and arm(s) in any direction
  • Standing - Remaining upright on the feet, particularly for sustained periods of time
  • Walking - Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another
  • Pushing - Using upper extremities to press against something with steady force to thrust forward, downward, or outward
  • Pulling - Using upper extremities to exert force to draw, drag, haul or tug objects in a sustained motion
  • Lifting - Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles
  • Fingering - Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling
  • Grasping - Applying pressure to an object with the fingers and palm
  • Feeling - Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips
  • Talking - Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly
  • Hearing - Perceiving the nature of sounds at normal speaking levels with or without correction, and having the ability to receive detailed information through oral communications, and making fine discriminations in sound
  • Repetitive Motions- Making substantial movements (motions) of the wrists, hands and/or fingers
  • Sedentary Work- Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met
  • Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts and/or operation of machines
  • Employee is required to have visual acuity to determine the accuracy, neatness and thoroughness of the work assigned (i.e., custodial, food services, general labor, etc.) or to make general observations of facilities or structures (i.e., security guard, inspection, etc.)
  • Employee is subject to inside environmental conditions: Protection from weather conditions

Minimum Education and Experience:
High School graduate or Equivalent (GED)
Two (2) or more years administrative/office experience.

License or Certification Requirements:

This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Rockingham County's vehicle use policy.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
