Salary:This position is:
  • FLSA non-exempt, and will earn overtime for any hours worked over 40 in a week.
  • A Grade312 with an hourly salary between $22.6404 - $33.9606.

  • 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours per pay period after 5 years
    • Then caps out at 7.6 hours per pay period after 10 years of service
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)

* Days per year estimates are based on an 8-hour work day

Retirement:This position participates in theArizona State Retirement System (ASRS).

  1. Accurately reads water meters on assigned routes and records information into an electronic hand-held device, mobile phone, or laptop.
  2. Inspects meters for proper operation and enters notation of damage or malfunction, illegal usage, and other customer information into electronic database
  3. Generates necessary service orders and/or account notes into automated work order system.
  4. Reads Automated Meter Reading (AMR) meters utilizing handheld device and/or mobile data collector.
  5. Installs, programs, and inspects Encoder Receiver Transmitters (ERT).
  6. Receives and processes computerized work orders requests for water turn on/off; turns water on and off in accordance with service orders and records the meter reading.
  7. Conducts field investigations and resolves customer complaints relating to water usage, no water, and water leaks; answers questions regarding water usage, water conservation, and utility billing, and provides information to customers and the general public.
  8. Disconnects service on delinquent accounts; reconnects service when necessary payment is received and order is generated by billing department.
  9. Conducts follow-ups regarding delinquent accounts; locks service or removes meter as needed.
  10. Assists customers in locating water leaks.
  11. Installs new meters; replaces, removes meters, and repairs some water leaks.
  12. Cleans out, raises/lowers and replaces different size meter boxes.
  13. Completes assigned training classes annually and attends assigned seminars.
  14. Interacts with police department regarding theft of service; may testify in court.
  15. Operates city vehicles to and from various locations.
  16. Performs other related duties as assigned.
Two years experience in customer service and a minimum of one year of experience performing manual labor.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:
  • City water billing procedures
  • Basic operation, maintenance, service and repair of water service equipment
  • Basic mathematics and record keeping principles
  • Basic computer skills, including data entry, email, internet, and office applications

Skill in:
  • The use of small hand tools

Ability to:
  • Use a hand held computers and mobile devices
  • Analyze customer service problems and take appropriate action or make recommendation. Make independent on work site decisions
  • Deal tactfully and courteously with the public and provide good customer service
  • Interpret City and department rules as applied to water billing and collection services
  • Test water meters and determine reasons for excessive consumption
  • Install and replace water meters, clean out, raise/lower meters and replace pipes
  • Read and follow street maps
  • Provides training to department staff on meter reading and various service orders
  • Operate city vehicles

Special Requirements
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
  • A valid Arizona driver's license.
  • Must obtain ADEQ Grade 1 Water Distribution System Operator Certificate within twelve (12) months of hire.
