Performs supervisory actions and activities on subordinate Water Resources Construction Inspectors undertaking intermediate technical work in the inspection of construction projects for specification compliance; Work is performed under the limited supervision of the Water Resources Engineering Manager or other project managers as assigned. Work is performed by established policies and procedures and involves exercise of independent judgement.

Essential Functions

  • Supervision of WR Construction Inspectors I & II.
  • Schedule and coordinate WR Construction Inspectors I & II inspections and testing for developer donated projects.
  • Inspects all aspects of construction for capital projects and donated water and sewer assets from development and extension projects as well as new service installations; provides inspection for water and sewer system asset repair and rehabilitation to maintain existing infrastructure.
  • Inspects docks and vegetation buffers on City lakes for compliance with City ordinances and advises if enforcement actions are required; assists with vegetation buffer agreement negotiation and preparation.
  • Provides training and oversite of WR Construction Inspector I & II in undertaking of inspections of capital projects, developer donated projects, new service projects, sewer and water asset management projects and other special projects and/or unusual construction.
  • Provides training and oversite of other personnel performing dock, buffer and construction inspections; provides training of personnel for performing vegetation buffer agreement negotiations and preparation.
  • Coordinates annual lake buffer inspections
  • Oversees annual water tank painting capital improvement project including coordination of all bacteriological water testing for public health protection.
  • Keeps detailed logs and progress reports; ensures compliance with all policies, rules, standards, and regulations.
  • Performs quality assurance/quality control of logs and progress reports completed by WR Construction Inspectors I & II
  • Informs contractor of deviations or errors and advises as to minimum standards.
  • Provides a comprehensive list of items that need correction prior to final acceptance of assets.
  • Confers with management and Prepares correspondence concerning projects to City staff, public agencies and other stake holders.
  • Reviews and verifies quantities of units being requested on contractor invoices pertaining to Capital improvement projects.
  • Uses technology to complete digital record keeping along with mobile inspection/work order system.
  • Operates GPS system for digital documentation of City of Monroe water and sewer assets.
  • Understands and performs operations of the City of Monroe water and sewer system to include valve operation, hydrant operation and pump station operation.
  • Performs related tasks as required.

Minimum Education and Training


Any combination of education and experience equivalent to graduation from high school and progressive experience in construction work by formal training.


Knowledge, Skills and Abilities

  • Supervisory skills associated with training and guidance of subordinates in all aspects of inspections.
  • Ability to coordinate and schedule testing for multiple projects simultaneously.
  • Possess an extensive knowledge of the assets within the City of Monroe water and sewer system. Thorough knowledge of construction practices, techniques, materials, and equipment relating to water and sewer facilities.
  • Ability to read and interpret engineering plans, specifications, and blueprints and to compare them with various aspects of construction in progress.
  • Ability to detect errors in construction projects.
  • Ability to establish and maintain effective working relationships with engineers, contractors, property owners and associates to effect satisfactory compliance with specifications and standards.
  • Possess above average communication and public relations skills.
  • Ability to maintain accurate records.
  • Exhibits computer and digital equipment skills as well as survey equipment skills to adequately use for both field and office use.

Physical Requirements


  • This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
  • Work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
  • Worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, and atmospheric conditions.


Special Requirements

  • Possession of an appropriate driver's license valid in the State of North Carolina.
  • Possession of OSHA Trenching Competent Person certification.
  • Possession of OSHA 30 Construction certification.
  • Possession of Backflow Testing Certification. Wastewater Collections Grade 4 Certification.
  • Water Distribution Grade A Certification.
