The City of Livermore is currently accepting applications for the position Water Resources Coordinator (Collection System). Water Resources Coordinators serve as first line supervisors in their respective sections and supervise the day-to-day functions of the section staff and workload. The current vacancy exists in the Collection Systems Section of the Water Resources Division.
DEFINITION
Under direction, plans, organizes, and supervises an assigned section in the Water Resources Division of the Public Works Department; coordinates work activities with other sections, divisions, and departments; provides leadership, coaching, and mentoring to assigned staff; and performs other duties as assigned.
DISTIGUISHING CHARACTERISTICS
The Water Resources Coordinator supervises a section within the Water Resources Division and is responsible for supervising the day-to-day functions of the assigned section staff and workload. It is distinguished from the Public Works Supervisor in that the Public Works Supervisor has responsibility for managing the entire section providing for the development and implementation of section goals and objectives; establishing performance standards; developing and administering policies, procedures, and program; and administering the section budget.

Direction is provided by a Public Works Supervisor.
SUPERVISION EXERCISED
Provides supervision to all technical, maintenance, clerical, and temporary employees assigned to the section.
Administrative FunctionsParticipates in recommending and implementing section goals, objectives, performance standards, guidelines, and methods for assigned section; assists in the development, implementation, and administration of policies, procedures, and programs for the section; participates in department, division, and City-wide committees; coordinates section activities with other divisions or departments as well as external customers; monitors contracts and reviews work for compliance; answers questions and provides information to the public and other City personnel; investigates operational complaints and recommends corrective action as necessary; implements, administers and maintains automated software systems related to operations; recommends annual equipment and material procurement; implements improvements and modifications; prepares various reports on operations and activities; assists in the preparation and administration of the section’s budget; prepares cost estimates for budget recommendations and purchases equipment and vehicles; submits justifications for expenditures; and monitors and administers expenditures.
Supervisory Functions
Provides daily supervision to assigned employees; participates in the hiring, training, and evaluation of employees assigned to the section; schedules and monitors the work of staff involved in duties related to assigned section; plans and schedules daily and weekly work assignments; monitors timecards and all employee leave; prepares performance evaluations; evaluates operations and activities of section; develops benchmark standards for performance measures and promotes continuous improvement; and enforces safety codes and safe work practices, including safety training of all staff.
May be assigned supervisory responsibility for one or more sections in the Water Resources Division. These sections may include, but are not limited to:
Performs complex physical, chemical, biochemical, and bacteriological test in water, wastewater, and biosolids; coordinates work functions with other sections and staff; assist with laboratory quality control procedures for validations of analytical results; provides feedback and offers suggestions and support for process control changes; prepares specific compliance reports to be submitted to various state and federal agencies; and trains others in basic laboratory tests and procedures.
Operates closed circuit television (CCTV) and other inspection devices; maintains, operates, and repairs equipment; possesses a strong understanding of the sanitary sewer and storm water collection systems; operates heavy construction and specialized maintenance machinery; performs complex repair work on assigned infrastructure; safely utilize a variety of hand tools, both powered and non-powered; investigates and assesses the condition of assigned infrastructure; utilizes a computerized maintenance management system effectively; performs traffic control duties; safely performs confined space entry; develops, plans, and implements preventative maintenance programs for assigned infrastructure; works closely with Engineering Division and with independent contractors for the repair, rehabilitation, and replacement of the collection and storm drainage systems; and meets with resident and commercial sewer users, and contractors to discuss/resolve complaints and projects.

Experience, Education, and Training Guidelines:
Any combination of experience, education, and training that would provide the best-qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Four years of progressively responsible, journey level related experience in a wastewater or water treatment facility, utility, regulatory agency, or related agency. Lead experience is highly desirable.
Education: Equivalent to graduation from high school, supplemented by specialized training or college coursework related to the assigned section. Possession of an Associate’s Degree in a related field is desirable.
Training: Any recent training such as academic courses and certification programs that are relevant to this job classification.
License: Possession and maintenance of a valid California Class C Driver’s License and a satisfactory driving record as determined by the City. The Collection System Coordinator position requires a valid Class A California Driver’s License to be obtained prior to the completion of the probationary period.
Department of Transportation (D.O.T.) Requirement: Individuals in possession of a California Class A drivers’ license who perform safety sensitive functions, are subject to the Federal Highway Administration D.O.T. regulations and the City’s policy concerning drug and alcohol testing as a continuing condition of employment with the City of Livermore.
Certification: All certificates must be presented at the time of application for employment, unless otherwise noted. All certificates must be maintained during the course of employment in this job classification.
The Laboratory Coordinator position requires a California Water Environment Association (CWEA) Grade II Laboratory Analyst Certificate at time of appointment. Possession of a CWEA Grade III Laboratory Analyst Certificate is highly desirable.
The Collection System Coordinator position requires a CWEA Grade III Collection System Maintenance Certificate at time of appointment.
Other Requirements: Willingness and ability to work scheduled and emergency overtime; be on-call in the event of an emergency; work outdoors in all weather conditions; work at night, in heavy traffic, in confined and awkward spaces, and in the presence of noxious odors, toxic chemicals, biological agents, and sewage; work in potentially hazardous areas; wear and use appropriate safety clothing and equipment; travel to and attend meetings, seminars, training schools, conferences, and workshops during work and non-work hours.
