THE POSITION

The ideal candidate for the Water Reclamation Plant Operator II/III position will be an individual who has training and experience in wastewater treatment processes, demonstrating the ability to identify and resolve operational issues while making recommendations for improvements. The ideal candidate should be able to interpret lab data and analyze SCADA trends to implement process changes and suggestions to the Water Reclamation Supervisor, along with the capability to perform minor maintenance tasks. The candidate should be a team player who can work independently on weekends and be available for on-call and after-hours situations. The candidate should hold a Grade II Wastewater Plant Operator Certificate issued by the California State Water Resources Control Board with the ability to obtain a Grade III Wastewater Plant Operator Certificate within 18 months of employment.

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
  • Operations, services, activities, and terminology of a nitrification/denitrification water reclamation system including wastewater treatment plant processes and controls.
  • Principles, practices, chemicals, and operating procedures related to the operation and maintenance of a water reclamation plant.
  • Operating principles of plant equipment including large pumps, valves, aqua discs, and motors.
  • Equipment capabilities, limitations, and safe operating characteristics.
  • Methods and techniques of reading and interpreting gauges, recording devices, and related monitoring systems.
  • Maintenance and repair principles and practices including preventative maintenance procedures.
  • Emergency maintenance and repair procedures related to water reclamation facilities.
  • Pump station operating and alarm conditions.
  • SCADA system operation and control.
  • Methods of bacteriological and chemical sample collection and analyses and related laboratory work.
  • Basic principles of microbiology.
  • Mathematical principles used in water reclamation operations including algebraic calculations.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Occupational hazards and standard safety precautions including the proper handling of chemicals.
  • Principles and practices of customer service.
  • Office procedures, methods, and equipment including computers and applicable software applications.
  • Principles and practices of record keeping.

Ability to:
  • Perform a variety of semi-skilled and skilled duties involved in operating, monitoring, and maintaining the City's nitrification/denitrification water reclamation plant in compliance with the City's discharge permit and safety policies.
  • Perform inspections and preventive maintenance of water reclamation plant facilities and equipment.
  • Read and interpret gauges, meters, and other instrument readings and take effective course of action.
  • Diagnose operational problems and perform effective maintenance on equipment.
  • Monitor and adjust plant processes.
  • Collect a variety of samples and conduct appropriate tests in accordance with state and federal regulations and requirements.
  • Compile and record complex data and material.
  • Maintain accurate and detailed logs and records of work and tests performed.
  • Respond to emergency situations, including those outside of normal working hours, and determine an effective course of action.
  • Perform math calculations related to water reclamation processes and related testing and analysis.
  • Perform assigned work in accordance with appropriate safety practices and regulations
  • Perform heavy manual labor.
  • Operate office equipment including computers and applicable software applications.
  • Work independently in the absence of supervision.
  • Understand and carry out oral and written directions.
  • Respond courteously and appropriately to inquiries and complaints.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective professional working relationships with those contacted in the course of work.

EDUCATION AND EXPERIENCE GUIDELINESAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Water Reclamation Plant Operator IIEducation/Training: Equivalent to the completion of the twelfth grade supplemented by college level course work or trade school training in wastewater treatment technology.Experience: Two years of experience in the operation of water reclamation plant facilities, equipment, and systems comparable to a Water Reclamation Plant Operator I with the City of Camarillo.License or Certificate: Possession of a Grade II Wastewater Treatment Plant Operator Certificate issued by the California State Water Resources Control Board. Ability to obtain a Grade III Wastewater Treatment Plant Operator Certificate issued by the California State Water Resources Control Board within 18 months of appointment to the "II" level. Possession of a valid California driver's license at a level appropriate to the equipment operated.
Water Reclamation Plant Operator IIIEducation/Training: Equivalent to the completion of the twelfth grade supplemented by college level course work or trade school training in wastewater treatment technology.Experience: Three years of experience in the operation of water reclamation plant facilities, equipment, and systems including two years of experience comparable to a Water Reclamation Plant Operator II with the City of Camarillo.License or Certificate: Possession of a Grade III Wastewater Treatment Plant Operator Certificate issued by the California State Water Resources Control Board. Possession of a valid California driver's license at a level appropriate to the equipment operated.The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Environment: Work is performed primarily at a water reclamation plant; exposure to noise of plant machinery and other equipment, dust and grease, mechanical and electrical hazards of operating equipment, fumes and odors of sewage, chemicals, and gases, toxic substances such as chemicals, cleaners, solvents, and gases, and all types of weather and temperature condition; work in or around water and wastewater; work and/or walk on various types of surfaces including slippery or uneven surfaces; occasionally works in confined spaces or on ladders/scaffolding; incumbents are subject to 24-hour emergency callbacks and standby and are required to work varying hours, overtime, weekends, and holidays.
Physical: Primary functions require sufficient physical ability and mobility to work at a water reclamation plant; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, and twist; to lift, carry, push, and/or pull light to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information.
