Water Department Working Foreman

Baraboo Utilities is seeking a qualified individual to perform Foreman duties within the Water Utility. Applicants must have a high school diploma or equivalent, supplemented by 5 years of closely related responsible experience in a water utility or plumbers’ operation with supervisory experience. Applicants must possess a WI DNR Municipal Waterworks Operator Certification with subclasses: Groundwater & Distribution and must hold a valid Commercial Driver’s License. The position is responsible for the efficient and effective daily administration of the Water Utility and will schedule, supervise, and assist the Water Utility workers in the operation and maintenance of the water distribution system. This is a highly responsible position, requiring technical qualifications and involving the supervision of licensed skilled personnel. Tasks may require frequent exposure to adverse environmental conditions. This position involves periodic entry into confined spaces, trenches and excavations. Interact with members of regulatory agencies and the citizens of the City of Baraboo. Rotates weekend (every 5th weekend), bookkeeping and testing duties with other members in the Utility and is subject to emergency response duty 24 hours per day 7 days a week (this position requires a 30-minute response time from your place of residence to the nearest City of Baraboo municipal border). The existing Pay Range is between $30.20 to $38.54 per hour and the starting wage will be dependent upon applicants’ qualifications.


Supervision:
Received: The position is under administrative direction from the Public Safety Committee, the City Engineer/Public Works Director, and is under direction of the Utility Superintendent.
Exercised: Supervises four (4) certified water operators.

Selection Guidelines:
1. Five years of supervisory experience in a water utility or plumbing contractor setting.
2. Certified by the DNR as a Class 1 operator with subclasses Gand D.
3. Formal application, rating of education and experience; oral interview, and reference check; job related tests may be required.

1. Plans, directs, and supervises the general daily operation of Water Utility Maintenance Staffto ensure safe, efficient, and effective crew operations.

2. Installs and services water mains and services, fire hydrants and valves; places barricades; excavates trenches for main and service repair and placement; apply temporary patches to street surfaces following repair.

3. Assists in locating breaks in utility lines to affect repair.

4. Locates and reads industrial, commercial, and residential meters.

5. Monitors, operates, and maintains water wells, booster stations and storage reservoirs including ancillary equipment such as chemical feed systems, emergency generators and auxiliary engines.

6. May perform cross-connection inspections.

7. Tracks time and expenses expended for bookkeeping and inventory control.

8. Adhere to confined space procedures and maintain training.

9. Collect water quality samples, analysis and report results.

Tools and Equipment Used: Excavator, End loader, Dump truck, Pickup truck, and a variety of tools related to repair and maintenance of the water distribution system.


Peripheral Duties:
1. Operates motor vehicles to transport personnel and supplies to work site.
2. Performs routine maintenance on departmental vehicles and equipment.
3. Cleans and monitors physical facilities of water plant.
4. Performs water utility locates for Diggers Hotline requests.

Physical Demands:Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items and occasionally very heavy (100 pounds or over) items; or may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation of such devices.


Environmental Requirements:Tasks may require frequent exposure to adverse environmental conditions. This position involves periodic entry into confined spaces and trenches and excavations.

Education and Experience: High school diploma or GED; supplemented by five (5) years of closely related responsible experience in a water utility or plumber’s operation with supervisory experience.

Certification and Licenses:
Maintain certification by the DNR as a Class 1 water operator with subclasses Groundwater & Disinfection.
