(This recruitment series is to fill one open position within the Wastewater Collections Division. To be considered qualified, an applicant must meet the minimum requirements for one of the two posted levels of the Wastewater Collections Operator positions.)


PURPOSE OF POSITION:

Under direction of the Wastewater Collection System Supervisor and Wastewater Division Manager, performs semi-skilled operation, maintenance, cleaning, inspection, preventative maintenance, repair, locating, and construction of City's Wastewater Collection and Stormwater Conveyance Infrastructure. Operates a variety of heavy equipment such as a combination sewer truck, CCTV equipment, and backhoes. These duties are routine and performed within guidelines provided during training and under direct supervision. As experience is gained, assignments become more varied and are performed with greater independence.

ESSENTIAL JOB FUNCTIONS:

Most situations are resolved using standard procedures and established guidelines. Requires knowledge of procedures and the ability to evaluate and select the correct solution from defined alternatives.


With supervision, performs daily operational and general maintenance duties.


Assist in maintaining accurate and legible written and electronic records related to maintenance activities, following department and regulatory guidelines.


Support construction, maintenance, cleaning, and repair of wastewater collection and stormwater systems, including sewer mains, laterals, manholes, lift stations, and storm drains under supervision.


Operates motor vehicles and equipment routinely.


Supports the operation and utilization of Asset Management for planning, scheduling, and documenting work activities of field staff with respect to priorities identified by the Asset Management Plan. Help document work activities using the Asset Management system and follow scheduling priorities set by supervisors.


Assists with asset management plan development, supporting the identification of asset inventory and condition, calculating business risk evaluations, determining asset net present value and life cycle costs, and developing alternatives for cost-effective operation and maintenance and long-term investment. Supports condition assessment of existing assets to improve and enhance capital improvement planning and budgeting. Support inspections and assessments of existing infrastructure to assist with maintenance and improvement planning.


Perform routine system checks and assist in monitoring system controls under the guidance of experienced staff.


Learn to operate and maintain equipment such as high-pressure rodders, vacuum trucks, CCTV inspection systems, and hand tools used for system maintenance.


Assist in inspecting sewer lines for repairs, blockages, and structural issues and reporting findings to senior staff.


Participate in trenching, backfilling, and minor asphalt/concrete repairs as part of system maintenance.


Follow safety protocols for confined space entry and assist in setting up required safety equipment.


Help set up and maintain traffic control measures for work zones to ensure crew and public safety.


Assist with utility mark and locates following proper procedures.

Participate in on-call shifts as needed, including emergency callouts under supervision.


Support supervisors and senior staff in planning and executing maintenance and construction projects.


Performs and supports building and grounds cleaning and maintenance.


Maintains appropriate, accurate, and legible written and electronic records in compliance with Water Pollution Control Facility (WPCF) permit, regulatory compliance programs and City maintenance programs.


This position is part of a shift rotation that includes emergency callouts during weekends, evenings, and holidays.


Performs work in a safe, efficient, and effective manner in conformance with applicable laws, regulations, and City policies.


Perform other assigned duties to support the Wastewater Division and Public Works Department.


May attend training sessions and meetings as required.

JOB QUALIFICATION REQUIREMENTS:

Mandatory Requirements:

High school diploma or equivalent; any combination of education and demonstrated wastewater collections or stormwater experience that provides the required knowledge, skills, and abilities may be qualifying as determined by the City of Redmond.


Necessary Knowledge, Skills, & Abilities:

Process Control and Maintenance: Basic understanding of wastewater collection and stormwater systems, with the ability and willingness

to assist in operating and maintaining these systems, including emergency situations, under supervision. Familiarity with computer systems for process control, including word processing, spreadsheets, and basic control software.


Equipment and Vehicle Operation: Ability to operate light vehicles, such as automobile sand pickup trucks, as well as basic equipment and tools. Understanding of and adherence to applicable laws, regulations, and safety standards.


Communication and Teamwork: Ability to follow written and oral instructions, work effectively as part of a team, and communicate with colleagues, supervisors, and the public in a professional manner.


Other: Awareness of safe work practices and procedures, with the ability to follow instructions to ensure safety around work areas, including high-traffic zones. Capability to work in confined spaces while following safety protocols. Basic understanding of maps, blueprints, and diagrams, with a willingness to develop interpretation skills. Ability to assist in preparing and maintaining simple records, including time and material use records.


Special Requirements/Licenses:

The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver’s license, and have a safe driving record.


Possession of, or ability to obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment. The City of Redmond will support the necessary training and education to achieve this license.


Must obtain Oregon Department of Environmental Quality Wastewater Collection Grade I License within fourteen (14) months of hire. The City of Redmond will support the necessary training and education to achieve this license.


Possession of, or ability to obtain, any certifications or licenses required by City, State or Federal agencies to work in the position assigned.


Desirable Requirements:

For desirable requirements to be considered, one must have met the minimum requirements noted above:


Education:

One (1) or more years of post-high school education, accumulation of academic credits documented on transcripts in the fields of engineering, chemistry, water/wastewater technology, physical, biological, or applied sciences, mathematics, or operation management.


Work Experience:

One (1) or more years’ verifiable work experience or training in one of the following fields or related fields:

  • Collection system operation and maintenance
  • Stormwater system operation and maintenance
  • Water treatment or distribution system operation and maintenance
  • Wastewater treatment system operation and maintenance
  • General maintenance and construction
  • Industrial, Pre-treatment, septic system maintenance, water testing laboratory, or storm water
  • Management
  • Underground utilities general construction

Licenses:

  • Oregon Department of Environmental Quality Wastewater Collections Operator Grade I License
  • Current Oregon CDL license


PERSONAL PROTECTIVE EQUIPTMENT:

PPE requirements as outlined in the position specific PPE Hazard Assessment Certification.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee is required to stand, walk, and use hands to handle, feel or operate objects, tools, or controls. The employee is occasionally required to sit, climb, or balance, stoop, kneel, crouch or crawl; and talk or hear. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.


The employee must occasionally lift and/or move up to fifty (50) pounds and rarely lift and/or move more than one hundred (100) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.


TOOLS AND EQUIPMENT USED:

Telephone system, mobile radio, copy machine, fax machine, computers (including asset management software, SCADA, Microsoft Office programs, internet, and similar programs); service trucks, CCTV vehicles, dump trucks, water trucks, vacuum trucks, skiploader, backhoe, large trailers, trench tamper, hydro tamper, concrete and asphalt cutting saws, root saws, jackhammer, and hand and power tools; City vehicles, maintenance tools required to maintain the public sewer collections and stormwater conveyance systems.

While performing the duties of this job, the employee regularly works near equipment and in outside-weather conditions. Many of the duties performed are in high traffic areas. Most duties take place outside of buildings with exposure to all types of weather conditions and on a year-round basis, sewage, sludge, biohazards, dirt, oil, grease, fumes, noise, and chemicals. The employee occasionally works in precarious places and is frequently exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals and vibration. The employee is occasionally exposed to risk of electric shock. Work occasionally requires entry into confined spaces.


The noise level in the field environment is usually moderate, except during certain duties when noise levels may be loud.


Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level. Employees in this position will participate in the City of Redmond Hearing Conservation Program.


This position will be a part of a shift rotation that includes emergency callouts on weekends, evenings, and holidays.
