The Fairfax County Office of Elections is seeking a highly qualified candidate for the position of Voter and Candidate Services Manager (Management Analyst III), with demonstrated success in organizing and managing complex, concurrent operations and leading large teams of staff.Under the general supervision of the Deputy General Registrar/Deputy Director, this position develops procedures and oversees all aspects of the Voter and Candidate Services Division and serves as deputy registrar. Independently performs a wide range of professional level work related to voter registration, absentee voting applications, candidate services, campaign finance, translation requirements, same-day registration, supervision of professional staff, and resource management. Plans and implements all phases of voter registration and candidate services to ensure compliance with federal and state election laws and procedures. Coordinates related activities with the election administration and other divisions, state Department of Elections, and county agencies.Key responsibilities include:- Oversee all aspects of the Voter and Candidate Services Division, serving approximately 800,000 voters
- Manage year-round and same-day voter registration operations
- Maintain the voter registration database and ensure data accuracy
- Issue legally required voter documents and correspondence
- Administer absentee voting application processes
- Oversee candidate services and campaign finance activities
- Supervise agency translation services
- Respond to voter inquiries and service requests
- Ensure compliance with all applicable federal and state laws, policies, and procedures and implement new and existing laws, policies, and procedures
- Collect and analyze voter registration data and prepare reports
- Use GIS tools and boundary descriptions to review district and precinct assignments and identify discrepancies
- Recruit, hire, train, and supervise up to 40 full-time and part-time staff
- Advise the General Registrar/Director of Elections, Electoral Board, and the Virginia Department of Elections
- Collaborate with senior leadership and other managers to support agency operations
- Ensure all services are conducted in a nonpartisan, confidential, and professional manner

MINIMUM QUALIFICATIONS:Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.CERTIFICATES AND LICENSES REQUIRED:Must be a registered voter in the state of Virigina or become one within 30 days of employment.NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PREFERRED QUALIFICATIONS:- Experience and knowledge of Virginia voter registration and election laws.
- Ability to competently understand and implement state and federal laws and policies.
- Experience working in an election office and processing voter registrations.
- Ability to identify and describe a range of possible solutions for solving business and operational problems.
- Demonstrated success as a supervisor, including coaching and training.
- Experience working and collaborating with managers and staff of all levels.
- Detail oriented with exceptional organizational and interpersonal skills.
- Experience in preparing, collecting, and analyzing data, and making oral presentations to management.
- Experience in managing complex concurrent projects.
- Ability to operate well under pressure and handle a high volume of communications/mailings from and to voters with short deadlines.
- Possess strong initiative and resourcefulness to solve problems and accomplish goals.
- Proficient in Microsoft Office (Word, Excel).
PHYSICAL REQUIREMENTS:Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), kneeling, reaching, and bending at times. Visual acuity is required to read data on a computer monitor, operate keyboard driven equipment and computer, and ability to communicate in person and on the phone. Requires the ability to assemble files, lift, move, push and pull equipment, documents, and supplies up to 30 lbs. Generally, works in an office environment but may occasionally be required to perform job duties outside of the typical office. All duties performed with or without reasonable accommodations.
