The Vice President of Treasury and Chief Investment Officer (VP, T&CIO) is a senior finance leader responsible for the strategic oversight of treasury operations, investment management, and enterprise financial risk. Reporting to the CFO & SVP for Finance, this role provides enterprise-wide leadership for liquidity management, investment performance, risk mitigation, and capital structure optimization.
The VP, T&CIO oversees significant annual cash flows and investment assets and serves as a key advisor to executive leadership and board on financial strategy, risk-based capital (RBC), and long-term financial sustainability.
This role will impact:
• Stewardship of multi-billion-dollar cash flows and investment portfolios
• Strategic leadership of treasury, investments, pension assets, and risk management
• Board-level reporting to corporate and subsidiary boards and committees
• Leadership within Blue Cross Blue Shield Association finance and investment forums
• Development of high-performing treasury and investment teams
• Management of a $3–5M annual operating budget
Treasury & Cash Management:
• Lead enterprise cash flow strategy to optimize returns, liquidity, and risk
• Oversee forecasting, liquidity modeling, and credit facilities
• Manage banking and broker relationships
• Annual cash flows exceed [$5B]
Investment Management:
• Oversee portfolios exceeding [$2B]
• Manage pension assets exceeding [$185M] and DC plan assets over [$300M]
• Evaluate and oversee external investment managers
• Present performance and recommendations to Board and Committees
Risk Management:
• Lead enterprise financial risk mitigation
• Oversee insurance programs and due diligence for new initiatives
Pension & Retirement Plans:
• Oversee financial operations of DB and DC plans
• Recommend investment and design changes as needed
Other:
• Work closely with Controller & external Auditors to complete enterprise financial audits
• Proactively, highlight intra-year risks and present mitigation plans to CFO &SVP Finance
• Strong understanding of tax strategies to optimize cashflow of investment

• 10+ years of finance experience
• 7+ years of leadership experience
• Expertise in treasury, investments, and risk management
• Strong executive and board communication skills
• High school diploma (or equivalency) and legal authorization to work in the U.S.
• Bachelor’s degree in Finance or Business
• MBA or equivalent
• SEC Series 7 and 63
• Certified Treasury Professional (CTP)
Compensation and Benefits:
Pay Range: $350,000.00 - $375,000.00 - $400,000.00 Annual
