Vice President of Compliance **Based in Bahamas

The Vice President of Compliance is responsible for developing, implementing, and overseeing the organization’s corporate and gaming compliance programs across the hotel and casino operations, consistent with the requirements of the Gaming Board of The Bahamas, and local and US compliance regulations (including the Foreign Corrupt Practices Act). This role ensures adherence to all applicable corporate governance standards, internal controls, gaming regulations, anti-money laundering, counter-terrorism financing and proliferation financing (AML/CTF/PF) and anti-bribery and corruption laws, and ethical business practices, fostering a strong culture of compliance and integrity.


Main Duties & Responsibilities:

Corporate Compliance & Ethics

  • Develop and/or maintain end-to-end compliance programs and all policies and procedures to ensure entity-wide implementation (US and Bahamas). 
  • Establish and/or enforce policies, procedures, and standards that promote lawful and ethical business conduct.
  • Lead compliance investigations, ensure appropriate corrective actions are implemented, and monitor progress
  • Report any gaps in the compliance program or adherence immediately.


Gaming & Regulatory Compliance

  • Ensure compliance with all gaming laws, regulations, and licensing requirements governing casino operations.
  • Serve as the primary liaison with gaming regulatory authorities and ensure timely and accurate regulatory reporting, including the Gaming Board and Financial Intelligence Unit.
  • Asses and, as applicable, oversee the design, implementation, and monitoring of internal control systems in accordance with regulatory and industry standards.
  • Oversee the organization’s responsible gaming programs and compliance with related regulatory requirements.
  • Monitor regulatory developments and recommend best practice policy or operational adjustments.


AML/CTF/PF

  • Ensure compliance with all AML/CTF/PF and financial crime prevention regulations.
  • Oversee and audit casino financial transactions, monitor compliance with all AML/CTF/PF policies and gaming regulations, and ensure proper verification and documentation of large cash and wire transactions.
  • Review relevant reports and perform follow-up on suspicious and/or high-value activities to maintain regulatory adherence.
  • Monitor unusual and suspicious activity, ensuring the execution of Money Laundering Reporting Officer (MLRO) statutory responsibilities.


Anti-Bribery & Corruption (ABC) and Conflict of Interest (COI)

  • Serve as the organization’s executive lead and subject‑matter authority for anti‑bribery, corruption, and conflict‑of‑interest compliance.
  • Conduct periodic independent reviews to identify any patterns in compliance controls that may indicate bribery or corruption issues or incidents. 
  • Partner with business leaders to proactively identify, assess, and mitigate bribery and corruption risks.
  •  Maintain oversight of the organization’s gifts and hospitality register and related disclosures.
  • Third Party & Vendor Due Diligence
  • Oversee a risk‑based third‑party due diligence framework, including onboarding, periodic review, and escalation of vendor‑related risks.
  • Periodically review vendor activities for ongoing compliance and report any unusual, suspicious or non-compliant behavior to the Compliance Committee.
  • Ensure accurate recordkeeping of due diligence findings, decisions, and remediation actions.
  •  Facilitate cross-divisional collaboration to manage vendor compliance risks consistently and effectively.


Training & Compliance Culture

  • Work to achieve the objective of all employees abstaining from bribery and corruption, or transactions that facilitate money laundering, terrorism financing or proliferation financing.
  • Assist in the development and implementation of compliance training programs.
  • Maintain documentation and records to support regulatory inspections and audits.
  • Monitor training, adherence, and reporting requirements of all aspects of the program.
  • Make recommendation and conduct or direct training as needed to achieve a strong anti-bribery and anti-corruption culture across the organization.


Leadership & Department Oversight

  • Lead and develop the compliance function, ensuring appropriate capability, resourcing, and succession planning.
  • Collaborate with relevant departments, such as gaming operations, legal, internal audit, finance, security, and surveillance.
  • Maintain the authority to escalate matters directly to the Compliance Committee and Board, and to engage regulators independently where required.
  • Serve as Administrator to the Compliance Committee, providing independent reporting, risk assessments, and program updates.
  • Provide strategic advice to executive leadership on compliance risk, governance, and regulatory strategy.


Qualifications & Requirements

  • Bachelor’s degree in Business Administration, Finance, Public Administration, Law, or a related field
  • Minimum of 15 years of senior-level experience in gaming compliance, regulatory affairs, and financial crime compliance within a regulated environment.
  • Professional certification through the International Compliance Association (ICA) or Association of Certified Anti-Money Laundering Specialist (ACAMS), with active membership in the Bahamas Association of Compliance Officers (BACO).
  • Deep knowledge of gaming regulations, AML/CTF/PF requirements, internal controls, and corporate governance.
  • Demonstrated executive leadership, sound judgment, and the ability to influence across complex, regulated organizations.
  • Exceptional communication, analytical, and stakeholder management capabilities.
