Utility System Foreman - Wastewater Treatment Plant

The Utility System Foreman oversees and coordinates operations and maintenance activities for the water and wastewater utility systems. They schedule and supervise day-to-day operations, ensuring efficient resource utilization. Leading a team, they evaluate performance and support professional development. Effective communication within the team is vital for addressing operational issues. The Foreman maintains records, manages budgets, and procures necessary resources. They strive for continuous improvement and stay up to date with industry trends.
  • Schedule, organize, and supervise crews, prioritizing workloads and providing guidance and direction as needed.
  • Ensure compliance with safety procedures and the use of appropriate safety equipment.
  • Maintain accurate documentation, including work orders, maintenance records, and budget-related data.
  • Coordinate with other departments and divisions to address service requests and ensure projects are completed with minimal disruption.
  • Respond to internal and external customer requests and take appropriate action.
  • Perform routine inspections, mechanical repairs, and adjustments on equipment and structures.
  • Conduct various laboratory tests and analyses to support facility operations .
  • Assist in emergency response situations, including hazardous chemical leaks, and provide necessary support to co-workers.
  • Manage on-call duties as required for emergencies and maintenance needs.
  • Foster a culture of teamwork, accountability, and continuous improvement within the team.
  • Perform other duties as assigned.
Education
  • High School Diploma or GED required.
  • Vocational or other technical school, training, or apprenticeship beyond high school preferred.
Experience
  • 3 years of experience in water or wastewater treatment/maintenance or a closely related field, including supervisory experience required.
  • Any combination of relatededucation, experience, certifications, and licenses that enables a candidate to perform the essential functions of the job successfully is an acceptable substitute for the above-specified education and experience requirements.

REQUIRED SKILLS & ABILITIES
Knowledge of:
  • Knowledge of and ability to apply basic chemistry and mathematical principles.
  • Knowledge of basic wastewater equipment processes, controls, instrumentation, and hydraulics.
  • Knowledge of work performed in the assigned area of responsibility.

  • Mechanical repair skills, including gas/electric welding, as required.
  • Endurance to work in varying temperature conditions and exposure to dust, fumes, and gases (with appropriate protective equipment).
  • Proficiency in operating related equipment.
  • Ability to provide accurate and informative reports, memos, and documentation.
  • Strong problem-solving and decision-making abilities.
  • Organizational skills to ensure accurate record-keeping and documentation.

Skills:
  • Proficient computer skills, including Microsoft Office (Word, Excel) and internet navigation.
  • Ability to operate tools and equipment safely and correctly.
  • Skill in personnel supervision, including training and coordinating operations.
  • Strong communication skills, both verbal and written.
  • Analytical skills for data analysis and interpreting technical instructions.
  • Competency in using personal computers and word processing programs.

Other Requirements:
  • Must submit to and pass a background, pre-employment drug test, physical exam, and job performance assessment.
  • Must possess a valid State of Texas Driver’s License Class “C” and good driving record as defined by City policy.
  • Must possess a Grade “B” Certification in Wastewater Treatment from the Texas Commission on Environmental Quality.
  • Must be able to work overtime and shift work as required.
