This position is predominately customer service oriented and is responsible for all aspects of billing activities for water and/or sewer accounts, assisting the public with billing-related information, and performing a variety of clerical duties to support the Division of Water and Sewer Utilities.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

- Maintain customer and billing files for generating quarterly bills for residential and commercial accounts
- Manage service line leak adjustments and process refunds as appropriate
- Respond to inquiries and resolve billing issues for residential and commercial accounts
- Research account/property history to ensure accurate and timely billing
- Resolve billing issues for commercial properties and residential customers
- Assist with property transfers and verify payment of charges
- Prepare correspondence and maintain accounting records
- Perform clerical duties such as copying, updating records/files, emailing, etc.
- Collaborate with Meter Maintenance on meter reading discrepancies
- Perform other related duties as required

UTILITY BILLING SPECIALIST I REQUIREMENTS ($23.18 - $39.41)- High school graduation or equivalent
- Minimum 1 year of accounting or billing work experience which must include at least 1 year of customer service work experience
UTILITY BILLING SPECIALIST II REQUIREMENTS ($24.80 - $42.17)- High school graduation or equivalent
- Minimum 3 years of accounting or billing work experience which must include at least 1 year of customer service work experience
A combination of education and experience that provides the required knowledge, skills, and abilities to successfully perform the essential functions and job responsibilities of this position may be considered as a substitution for the above-listed required education and experience. Additional required or preferred qualifications may apply based on operational needs, as approved by Human Resources.
ADDITIONAL REQUIREMENTS:Employees in this classification are designated as
Non-Essential. An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours.
The position may be considered essential personnel during emergencies and may be required to work to support County operations.
KNOWLEDGE / SKILLS / ABILITIES:- Strong and effective clerical and math skills to accurately compile and maintain records, and to prepare clear, concise and accurate reports and correspondence
- Strong records-management skills including the ability to review documents, identify/detect potential problems and document their resolution in a thorough and timely manner
- Strong and effective spoken and written (English) communication skills, especially telephone skills
- Strong attention to detail
- Ability to remain calm, listen, understand a customer’s concerns, and then determine the appropriate course of action to resolve the issue with a positive, helpful attitude

PREFERENCE MAY BE GIVEN FOR: - A college degree in Accounting, Finance, Business Administration or a closely related field
- Work experience in a utility billing setting
- Account resolution work experience in a call center environment
- Work experience using MUNIS billing software
- Additional years of accounting or billing related customer service work experience (phone and in person)
