A professional and technical position responsible for managing utilities-related projects from design through construction. The Project Manager ensures that work performed by contractors, consultants, and City staff complies with City standards, project specifications, and applicable state and federal regulations. This position assists with planning, coordination, and delivery of the City’s Capital Improvement Program (CIP) for water, wastewater, and reclaimed water infrastructure.
Essential FUNCTIONS AND DUTIES include the following. Other duties may be assigned as dictated by operational necessity.
- Coordinate and monitor assigned capital and maintenance projects through all phases: planning, design, bidding, permitting, construction, and close-out.
- Assist in the preparation of project scopes, cost estimates, schedules, and budgets.
- Review engineering and construction plans for compliance with City standards and regulatory requirements.
- Serve as liaison between consultants, contractors, inspectors, and City staff to ensure projects are completed on schedule, within budget, and to specifications.
- Assist in the preparation of bid documents and technical specifications; coordinate with the Procurement Division for solicitations.
- Assist with regulatory permit applications and compliance documentation (e.g., FDEP, SWFWMD, Army Corps).
- Monitor construction progress, attend project meetings, and document field observations.
- Prepare progress reports, change order recommendations, and project updates for management and City Council presentations.
- Support public outreach efforts and respond to citizen inquiries related to utilities projects.
- Maintain accurate records in City project management and financial tracking systems.
- Assist with other departmental or inter-departmental projects

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:- Five Years Project Management Experience.
- Graduation from high school, or a GED from a properly accredited institution of learning. Associates degree in civil or environmental engineering, construction management, or related field highly desirable, but not required.
- Minimum of three (3)years of experience inpublic infrastructure, utilities construction, or project management.
- Experience with municipal capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
- Any equivalent combination of education and experience.
Supervisory Responsibilities:Provides project-level coordination and oversight of contractors, consultants, and field personnel but does not directly supervise City employees.
