TERM LIMITED POSITION:This positionis term limitedwith an anticipated end date of approximately two years from the date of hire. As our new Senior Broadband Project Manager (Middle Mile / Permitting) you will be a part of theColorado Broadband Officeas you manage various program tasks and functions involved in the design, implementation, and management of extensive carrier-grade transport networks. You will have oversight of regional broadband network construction including, but not limited to the review of legal documents and service agreements, construction management, installation of carrier neutral locations, and testing.


Our Senior Broadband Project Manageris responsible for tracking permitting requirements and middle-mile/backhaul construction required to completeBEADlast mile projects.This role requires collaboration, driving strategic and tactical initiatives, creating and managing delivery programs and creating detailed reporting for consumption by our internal customers.


Some of the day to day opportunities include:


Coordinating with State and federal agencies, local permitting and review offices, utility companies, grantees and to manage permitting review, support mapping of infrastructure related to broadband, and process grantee requests for reimbursement, ensure compliance with federal and state regulations (i.e. NEPA, SHPO, one-touch make ready, etc), manage quarterly Permitting Roundtables and review NEPA reports for allowability and accuracy.


Overseeing the design, implementation, and maintenance plans of fiber-optic transport systems, and review and design requests for new requirements on behalf of local governments, tribal nations, and other state agencies in respect to the use of the Capital Project Funds from the American Rescue Plan Act and the Broadband Equity, Access and Deployment (BEAD) Program funds, in addition to any future federal funding allocated to the state for deployment.


Supporting CBO’s Middle Mile Initiative which includes informing strategy, grant making, and working with stakeholders on the technical components related to middle mile infrastructure.


Supporting the planning and tracking of multiple stakeholder Broadband projects, ensuring timely resolution of issues, using escalation as necessary, creation of ongoing status reports using CRM software.


Supporting of collection and preparation of reports as needed for grant funding partners, in addition to developing reports from major CRM platforms.

Collaborating with stakeholders to proactively manage changes in project scope, identify potential risks, and devise contingency plans and support the contracting process for broadband grants.


Supporting stakeholders in proactively managing broadband initiatives, including overall project plan, scope, change control, risks, issues, impacts, and reporting through standardization and best practice project implementation.


Identifying and creating systems for tracking permit submission from a CBO perspective and ensuring full transparency is available to all stakeholders in the permitting process.


Develop and provide an ongoing assessment of the state and federal permitting process for public access in Colorado.


Support CBO’s Permitting Initiative which includes informing strategy, grant support, and work with stakeholders on the technical components related to the permitting process in Colorado.




A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

A minimum of five (5) years experience in project management for large, complex telecommunications or Broadband projects and/or comparable project management, which demonstrates strong relationship building and management skills, collaboration, communication, and organizational skills.


A minimum of two (2) years of permitting experience in telecommunications, utilities, or related infrastructure projects.



Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.


Preferred Qualifications:


Experience in large scale and complex Broadband infrastructure projects.


Utility coordination involving managing joint use agreements, pole attachment applications and experience working with electric, gas, and existing telecom utilities.

Contract and vendor management involving third-party vendors, engineering firms, construction contractors, specialized permitting consultants, and adherence to scope, schedule and budget.


Regulatory compliance ensuring projects meet federal and state regulations (e.g., NEPA, culture resource review/Section 106, environmental assessments) relevant to infrastructure deployment.


Financial acumen proficiency in developing detailed project budgets, managing expenditures, forecasting and costs related to permitting and construction fees.


Stakeholder negotiation working with regulatory bodies, private landowners, and utility providers under tight timelines.


Relevant project management certifications (e.g., PMP, , Lean, Six Sigma, etc.)



Conditions of Employment:

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
