Utilities Locates Technician I - III (DOQ)

Working Hours: Monday-Friday / 6:30 am to 3:00 (May be called upon by the department outside of the set schedule)

Expected Starting Hourly Range: $20.68 - $25.84

This classification performs involving reading and interpretation of utility maps (blueprints, as-built record drawings) along with the use of specialized electronic equipment to determine and mark the location of Manatee County’s buried facilities in accordance with the governing law "Underground Facility Damage Prevention and Safety Act, Chapter 556, Florida Statutes (F.S.) The utilities may include (but not limited to) potable water, sanitary sewer, reclaimed water, telecommunications fiber optics, and streetlight facilities within a requested area. Using UAV drones to (but not limited to) aid mapping of utilities, building / site inspections, and utility damage investigation. Using GPS equipment to (but not limited to) aid mapping of utilities, recording utility damages, and reestablishing the location of buried facilities.

Note: Position level and salary will be dependent on qualifications (DOQ).

Working Conditions
Indoor/Outdoor situation. Working independently and as a team member in high noise environments, in or around traffic, heavy equipment, long-distance walking on uneven terrain, bending, entering, exiting a work truck more than 50 times, working out of the back of a work truck, lifting equipment up to 50 lbs. alone; up to 75 lbs. with assistance, and working under extreme weather conditions all day.

Essential Functions
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

Uses laptop computer or other devices to receive, document and close out utility locate requests during normal hours and after hours.

Reads and interprets maps (blueprints / as-built record drawings) to identify the buried location, type, and size of the underground facilities.

Operates sensitive different electronic detection equipment, to identify and trace the buried location of the underground facilities within prescribed accuracy limits.

Performs light excavation with a shovel to expose buried utilities when necessary.

Provides accurate documentation and/or sketches related to conflicts and exposed facilities.

Using UAV drones to (but not limited to) aid mapping of utilities, building / site inspections, and utility damage investigation.

Using GPS equipment to (but not limited to) aid mapping of utilities, recording utility damages, and reestablishing the location of buried facilities.

Receives and responds to utility locate requests excavation notices during normal hours and after hours in accordance with the governing law "Underground Facility Damage Prevention and Safety Act, Chapter 556, Florida Statutes (F.S.)".

Operates county vehicle in a safe manner and maintain professional appearance.

Provides internal and external customer with utility data and provide prints of related information when requested.

Efficiently and effectively submitting completed Utility Locator After Action Reports when investigating utility damages. Efficiently and effectively submitting completed Utility Locates Section forms, (i.e., Field Issue, GPS, Locator After Action, Tracer Continuity), reports.

Possess necessary skill level to effectively operate sensitive electronic utility locating equipment, (i.e., electronic line locator, GPR (ground penetrating radar). Possess necessary skill level to effectively operate sensitive GPS (Global Positioning System) equipment.

Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and applicable federal and Florida law.

Tech I-III: High school diploma or equivalent certificate of competency.

Tech I: Utility locating experience is preferred but willing to train the right candidate. Background in a "utility" field, (i.e., water/sewer, telecommunications, power/electricity, site development, natural gas, plumbing, and/or storm water) is beneficial. Must obtain Utility Locator certification from an accredited agency or school within six (6) months of employment.

Tech II: Minimum of one (1) year experience (2080 hrs.) as a Utility Locator marking water, wastewater, reclaim water, telecommunications fiber optic, traffic fiber optic, or street lighting within prescribed accuracy limits in accordance with F.S. 556. Possession of valid Utility Locator certification from accredited agency / school or within six (6) months of employment. Successful completion of administered Skills Assessment Test for Utilities Locates Technician II within six (6) months of employment.

Tech III: Minimum of two (2) years’ experience (4160) hrs.) as a Utility Locator marking water, wastewater, reclaim water, telecommunications fiber optic, traffic fiber optic, or street lighting within prescribed accuracy limits in accordance with F.S. 556. Possession valid Utility Locator recertification from accredited agency / school or within six (6) months of employment. Successful completion of administered Skills Assessment Test for Utilities Locates Technician II & III within six (6) months of employment.

Knowledge, Skills, and Abilities:

Knowledge of techniques, tools and equipment used in area of assignment, utilizing manual and/or computer methods.

Knowledge of practices, equipment and techniques related to locating and marking underground facilities, (i.e., telecommunication, streetlight, water, sewer, and reclaimed).

Knowledge of safety standards and precautions pertaining to utility locating equipment operation.

Knowledge of mathematics, including geometry, algebra and trigonometry, as required by the position.

Knowledge of State and Local damage prevention regulations.

Ability to perform utility locating work outside in all weather conditions.

Ability to establish and maintain effective working relationships with others.

Ability to efficiently operate personal computers and related software applications.

Ability to get in and out of pickup truck 50 times a day.

Ability to follow oral and written instructions.

Ability to keep records related to the work.

Ability to effectively perform physical labor outside under varying weather conditions.

Ability to assume duties of Locator Supervisor when stepped up to that level.

Ability to read, write and communicate in the English language effectively.

Ability to climb and descend stairs, ladders, etc.

Ability to distinguish colors.

Skill in the operation of sensitive electronic utility locating equipment in a safe and effective manner.
