A skilled technical position responsible for providing advanced field and office support in the design, inspection, and documentation of water, wastewater, and reclaimed-water infrastructure projects. Work involves collecting, verifying, and managing data for the City’s Utilities Engineering Division, assisting engineers and project managers with capital improvements, permitting, and system mapping. Employees in this class perform assignments requiring independent judgment and technical expertise under general supervision.
Essential FUNCTIONS AND DUTIES include the following. Other duties may be assigned as dictated by operational necessity.
- Inspect utilities construction projects for compliance with approved plans, specifications, permits, and City standards.
- Perform field measurements, elevations, and GPS data collection for as-built verification and system mapping.
- Conduct investigations of field conditions, service requests, and customer concerns; prepare reports and recommendations.
- Prepare and maintain up-to-date maps, drawings, and digital records of pipelines, valves, hydrants, meters, lift stations, and other assets.
- Review construction plans and shop drawings for accuracy and conformance to utilities standards.
- Assist with estimating quantities, costs, and materials for utilities projects.
- Prepare and maintain daily inspection logs, field notes, and photographic documentation.
- Support preparation of permit applications, technical reports, and bid documentation.
- Coordinate work with contractors, consultants, and other City divisions to resolve field conflicts and ensure timely project completion.
- Utilize GIS, AutoCAD, and asset-management software for record keeping and analysis.

KNOWLEDGE / SKILLS / ABILITIES:- Knowledge of basic engineering principles.
- Knowledge of civil and utilities engineering terminology and techniques.
- Knowledge of various phases of the plans review and inspections processes.
- Knowledge of City, State, and Federal regulations governing potable water, wastewater, and reclaimed-water systems.
- Proficiency with surveying techniques, GPS data collection, and interpreting construction drawings.
- Working knowledge of Microsoft Office, AutoCAD, and GIS mapping platforms.
- Ability to perform complex mathematical calculations involving geometry and trigonometry.
- Ability to interpret and apply technical standards, specifications, and permit conditions.
- Ability to communicate effectively.
- Ability to prioritize multiple assignments, manage time efficiently, and maintain detailed records.
- Ability to work both independently and as part of a project team.
- Able to understand and follow oral and written instructions.
- Able to learn job related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.

- Able to produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:- High School Diploma or G.E.D.
- Two years of experience in surveying/engineering related field.
- Any combination of education and experience which provides the requisite mental and communication skills.
Supervisory Responsibilities:This job has no supervisory responsibilities in the department, but has some responsibility over the contractor during the inspection of projects
