This position works with the Trueblood program managers, HCA technical staff, and Research and Data Analytics (RDA), a division of DSHS, and the contracted community behavioral health providers to ensure data entry and reporting expectations are met. This position provides training and support to the contracted providers on data entry, data error corrections, and maintains close collaboration with RDA on data related topics. The ideal candidate will understand the common limitations of collecting behavioral health data as well as be able to translate data terminology and each group’s goals to enhance the agency’s ability to consistently capture accurate data. About the division:

The Division of Behavioral Health and Recovery (DBHR) provides support for substance use treatment, mental health services, and problem gambling services through prevention, treatment, peer, and recovery support. Programs promote strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drugs, supporting recovery from substance use, promoting recovery and resiliency, reducing stigma, and mitigating the effects of problem gambling on the individual and family.

About the position:

The Trueblood Data Manager is part of the Trueblood team and is responsible for conducting programmatic and operational research using scientific, statistical, data mining, or mathematical analytical methods to investigate complicated issues and identify and solve problems through program data. This position performs highly complex, expert level statistical data research and consultation, and is responsible for making value out of the most complex data. The program data is associated with the Trueblood v. WA joint stipulation and project plan, which is a statewide effort to establish long term remedies to unconstitutional delays in competency evaluation and restoration services for individuals detained within jails across Washington state.

This position is eligible to telework and is typically not required to report on-site.The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Some of what you will do:

Oversight of Trueblood element data, including analysis, applications for strategic policy, and programmatic development and communications

  • Serve as consultant to section and division leadership, influencing the development of policies and procedures and formulating goals and objectives of the Trueblood Settlement Agreement and implementation plans.
  • Assist in development of operational dashboards, data analytics, and performance indicators to monitor program service objectives.
  • Clearly and transparently communicate current data, trends, and implications.
  • Provide training and technical assistance to the contracted Trueblood providers.
  • Provide expert-level research, analysis, and strategic planning to develop policy and program enhancements.
  • Identify problems and analyze and evaluate operating deficiencies or difficulties.
  • Lead the development and monitoring of the Trueblood element performance accountability, data analysis, research, and reporting.
  • Analyze agency policy and operations that impact Trueblood element programs.
  • Produce executive-level reports on highly visible, complex issues, including multisystem involved people, service quality, discharge, and provide recommendations to support decision making.

Continuous quality improvement activities

  • Ensure consistent rigorous and standardized data collection processes and protocols across locations.
  • Develop process improvement strategies and solutions for Trueblood element operations and program implementation that are informed by community members, providers, stakeholders, available data, and national best practices.
  • Lead in the development and monitoring of performance accountability, data analysis, research, and reporting that support Trueblood elements.
  • Coordinate completion of reports on quality measures and data compilation and analysis.

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

  • Bachelor’s degree in behavioral health, business administration, public administration, law, public health, health administration, or a related field and
  • Five (5) years of demonstrated experience in two or more of the following areas:
    • conducting research,
    • analyzing policies, laws, rules, or regulations,
    • conducting business analysis and developing requirements,
    • leading business projects,
    • managing business operations,
    • business policy development, and/or
    • supervising

Option 2:

  • Associate degree in behavioral health, business administration, public administration, law, public health, health administration, or a related field and
  • Seven (7) years of demonstrated experience in two or more of the following areas:
    • conducting research,
    • analyzing policies, laws, rules, or regulations,
    • conducting business analysis and developing requirements,
    • leading business projects,
    • managing business operations,
    • business policy development, and/or
    • supervising

Option 3:

  • Nine (9) years of demonstrated experience in two or more of the following areas:
    • conducting research,
    • analyzing policies, laws, rules, or regulations,
    • conducting business analysis and developing requirements,
    • leading business projects,
    • managing business operations,
    • business policy development, and/or
    • supervising

Required competencies:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

Preferred qualifications:

  • Master's degree in a behavioral health related field.
  • Field experience in practice or management in behavioral health services or related social services.
  • Knowledge of protocols and processes of the executive and legislative branches of state and local government.
  • Five years of experience as a behavioral health case manager, clinician, supervisor, or manager in a public behavioral health agency or health management organization.
  • Leadership competences that include project management and working with diverse groups, including the behavioral health and criminal court systems.
  • Experience with continuous quality improvement approaches and change management techniques and practices.
  • Experience with policy research and analysis.
