GENERAL SUMMARY

The Office Manager oversees the daily administrative operations of the Tribal Council Office, ensuring efficiency, organization, and confidentiality in all activities. This position is responsible for supervising clerical staff, managing office functions, and serving as the primary point of contact for administrative support to the Tribal Council. This role requires strong leadership, problem-solving skills, and the ability to work under strict deadlines while fostering a collaborative and respectful environment.

This role requires maintaining confidentiality, ensuring the accuracy and security of records, and fostering positive relationships with employees, customers, and community members. Strong written and verbal communication skills, along with exceptional customer service, are essential. Regular attendance is required, and occasional evening or weekend hours may be necessary to meet project deadlines. A professional, well-groomed appearance is expected at all times.

PRIMARY RESPONSIBILITIES

The following duties are representative of the responsibilities assigned to this position. Additional duties may be assigned as necessary.

· Oversee and coordinate administrative functions for the Tribal Council.

· Maintain and implement office policies and procedures to ensure efficiency.

· Manage official records, correspondence, and documentation related to Tribal Council activities.

· Ensure compliance with tribal, federal, and state regulations regarding records and governance.

· Train, supervise, and evaluate clerical staff assigned to the Tribal Council office.

· Assign and delegate tasks to ensure the smooth functioning of daily operations.

· Provide ongoing professional development and mentorship to administrative staff.

· Schedule, coordinate, and prepare materials for Tribal Council meetings.

· Record, distribute, and maintain minutes and official documents from meetings.

· Facilitate communication between the Tribal Council and departments, tribal members, or external entities.

· Manage travel arrangements, per diem requests, and logistics for Council-related events.

· Assist in drafting and revising policies and procedures for administrative functions.

· Ensure confidential handling of sensitive financial, legal, and personnel matters.

· Act as a liaison between the Tribal Council and other government entities, agencies, and community organizations.

· Assist in the development and management of office budgets.

· Process purchase orders, invoices, and expense reports for Council-related activities.

· Ensure accountability and proper documentation of expenditures in compliance with tribal policies.

· Represent the Tribal Council Office in public meetings, conferences, and intergovernmental relations.

· Address inquiries from tribal members and the public with professionalism.

· Foster positive relationships with employees, government officials, and community stakeholders.

· Oversee and coordinate special projects assigned by the Tribal Council.

· Conduct research and prepare reports on relevant tribal government initiatives.

· Perform other duties as assigned to support the effective functioning of the Tribal Council.

MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor's Degree in Business Administration OR relevant combination of experience/education may substitute for formal education.

  • Three (3) years of supervisory experience.

  • Must possess a valid Washington State Driver's license and maintain a driving record that meets the minimum requirements established by Nisqually Indian Tribes vehicle insurance provider.

  • Successfully pass a pre-employment drug screen and background check

PREFERRED QUALIFICATIONS

  • Knowledge of the Nisqually Indian Tribe's history, customs, traditions, and ability to demonstrate cultural sensitivity.

  • Experience working with Federally Recognized Tribes.

SUPERVISION

This position will train, supervise, and evaluate the Tribal Council office staff as assigned.

COMPETENCIES

Knowledge

  • Knowledge of Tribal government structure, policies, and administrative procedures.

  • Knowledge of office management principles, including records management, workflow optimization, and administrative best practices.

  • Understanding of Tribal, federal, and state laws related to governance, confidentiality, and compliance.

  • Familiarity with budget management, procurement policies, and financial record-keeping.

Skills

  • Ability to train, evaluate, and manage clerical staff effectively.

  • Advanced proficiency in Microsoft Teams and Office 365 (Word, Excel, PowerPoint, Outlook).

  • Capability to handle multiple tasks, set priorities, and meet strict deadlines.

  • Strong written and verbal communication skills to interact with Tribal Council, staff, government agencies, and the public.

  • Skill in scheduling, preparing agendas, recording minutes, and ensuring the accuracy of official documents.

  • Ability to track office expenditures, process invoices, and manage financial documentation.

  • Ability to assess challenges, develop solutions, and implement improvements to office procedures.

  • Background Check:

  • Drug Screening:
