The West Virginia Department of Transportation (WVDOT) is actively seeking a knowledgeable and well-spoken Transportation Human Resources Specialist 2 to step into the influential role of Recruiter within our Career Services section. This position calls for an enthusiastic individual whose primary mission will be recruiting qualified applicants for the agency and guiding them toward truly rewarding career paths that align with their field of study or expertise. A crucial responsibility involves organizing and overseeing the successful recruitment efforts for our Co-op program, which includes directly coordinating with our Hiring section to place students in relevant and meaningful district or division work.
As a key ambassador for WVDOT, the Recruiter will travel frequently to in-state colleges, universities, career fairs, and hiring events across West Virginia to help prospective employees apply for available jobs. This dynamic role also includes fulfilling various other duties, such as creating and managing informational hiring materials used at events, producing recruiting reports, reviewing applications, interviewing, participating in employee training, and attending yearly work conferences when necessary. Success in this position requires flexibility, adaptability, excellent public speaking skills, and strong foundational knowledge of the West Virginia Department of Transportation OR the ability and willingness to learn and retain information quickly. Since the role requires travel and event attendance during workdays, and occasionally evenings, a valid driver’s license is required. Performs other duties as required.
• Ensures compliance with all applicable policies, procedures, laws, rules and regulations.
• Works on job analysis projects for a variety of occupations; develops questionnaires and procedures for conducting desk audits, interviews, and data collection techniques; writes reports or class specifications; recommends major staffing patterns.
• Develops examinations; researches the writing of test items or conducts validation studies.
• Performs difficult or complex accounting or financial support work in general accounting and payroll; reviews and reconciles varied reports, computer generated materials and related data.• Reviews proposed human resources actions for conformity to human resources policies and merit system rules and regulations; ensures timely processing of human resources transactions.
• Evaluates job applicants' education and work experience in relation to established standards for admission to examinations and/or to compute applicants' scores on unassembled examinations.
• Composes correspondence, job announcements, informational pamphlets, forms and work reports.
• Investigates employee complaints or grievances; records facts and impressions of events; makes recommendations to employee and management on resolution of grievances.
• Uses accepted job analysis methods to compile specific information on the duties, responsibilities and requirements of jobs in state government.
• Identifies job class categories and writes class specifications, including classification and/or selection standards based on job analysis results.
• Makes recommendations on the allocation of positions to classes and may recommend basic staffing patterns.
• Works with approving, tracking, entering, and requesting information regarding employee benefits management.
• Develops and validates a variety of employment examinations based on job analysis information and in accordance with legal and professional standards.
• Collects and computes wage and fringe benefit data and assists in developing salary schedules and compensation plans and other payroll related duties.
• Drafts and interprets uniform policies and operational procedures to ensure fair and equitable treatment of merit system employees.
• Provides technical assistance and guidance to employees regarding issues such as disciplinary action, sexual harassment, supervision, performance management, grievance resolution and other personnel matters.
• Reviews, distributes, and obtains signatures for proposed settlement agreements pertaining to classified Department of Transportation employees.
• May act as a resource for policy and procedures of the Department of Transportation and Division of Highways
• Personal contacts are with employees of the same agency, but outside the immediate organization. People contacted generally are reengaged in different functions, missions, and kinds of work.
• May testify as an expert witness at grievance hearings or in courts of law when required.
• Travel may be required; therefore, a valid driver’s license is required
