(Orangeburg Construction) Acts as Chief Technician and project manager on major highway and bridge projects. Assists the ARCE/RCE in the field inspection in all phases of roadway and bridge construction. This includes, but not limited to, placement of concrete curb and gutter, concrete for structures, reinforcing steel in concrete, drainage structures, asphalt, earth materials and plant inspection to ensure projects are constructed according to SCOOT plans, specifications and standard drawings. Supervises subordinate technicians on assigned projects. Serves as the Department's representative when meeting with contractors, general public, property owners and utility company representatives in answering questions, resolving disputes and satisfying complaints. Monitors the sampling and testing of all materials on construction projects. Reviews sample reports to ensure that materials meet required specifications and provides corrective measures for materials that are found to be noncompliant. Prepares monthly reports, monthly construction estimates and final construction plans to ensure that the contractors are properly compensated for all work completed satisfactorily. Monitors traffic control throughout projects on a daily basis to ensure maximum safety for motorists. Ensures assigned projects are closed out in accordance with the Department's project close out target date worksheet. Reviews strip maps, plans, and contract documents for proposed projects and makes recommendations for improvement. Reviews erosion control inspections to ensure compliance with Departmental rules & regulations. Provides recommendations for corrective measures as necessary. Performs other related duties as assigned.

A high school diploma and four and one-half (4.5) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence. Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience. A valid motor vehicle operator’s license is required.


The physical demands for the essential functions of this position involve sitting or standing at a desk for extended periods of time. This position may require occasional travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. Must be able to lift up to 50 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
