Manages the SCDOT statewide Independent Assurance (IA) Program at the Office of Materials and Research (OMR) in accordance with Federal regulations. Includes managing the asphalt system-based program, the prestressed concrete system-based program, and the Department's project-based programs for earthwork and base construction and project site concrete. Performs and manages field technician IA evaluations and testing equipment inspections statewide. Prepares IA summary letters for applicable project close-outs. Prepares annual IA summary reports to the FHWA for the system-based programs.

Serves as Radiation Safety Officer (RSO) for OMR and manages the SCDOT 's statewide Nuclear Density Gauge Program governed by the SC Department of Health and Environmental Control and the Nuclear Regulatory Commission. Includes gauge maintenance, calibrations, repairs, and replacements. Conducts and maintains records for SCDOT nuclear gauge recertification training statewide.

Assists with instruction of the Department's Earthwork and Base Course Technician certification classes. Assists with performance examinations for both SCDOT Earthwork testing and ACI Field Grade 1 testing.

Maintains applicable equipment calibrations and documentation for OMR's AASHTO accreditation. Participates in on-site accreditation assessments as needed.

Assists Department engineers and consultants with materials related issues and investigations in the field.Performs other related duties as assigned.

















A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator’s license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
