  • Position Description # D1196000 POSITION DUTIES: This position is located in the Office of The Adjutant General, Joint Force Headquarters-State, (JFHQ-ST), Special Staff of the Adjutant General, Office of the Chaplain. This position works under the day to day supervision of the Joint Chief of Staff or the TAG. This position is responsible for the supervision of a full-time Chaplain Assistant. The mission of the National Guard Chaplain Service is to provide unsurpassed spiritual leadership and care to National Guard personnel and their families at home and abroad. The primary purpose of this position is to manage the state National Guard Chaplain Service (NGCS) religious program, and to ensure the free exercise of religion for National Guard personnel and their families. The employee coordinates a program of religious ministries, including workshops, spiritual leadership and care, religious education; and other activities for National Guard personnel and their families. The Chaplain Service ministry is performed cooperatively, and executed in a pluralistic environment. This ministry, when directed by TAG, may be extended to active duty and reserve component military personnel and their families within the State. MAJOR DUTIES: (1) Program Management: Provides full program management services for the State/Territory Chaplain in accordance with National Guard Chaplain Service program goals and objectives. This position represents the first level of independent and responsible professional performance of a religious ministry, but does not represent the degree of professional maturity found at the higher grade levels. (2) Training: Training is the cornerstone of preparation for military operations. Employee reviews training strategies that address, a) the technical and tactical proficiencies of the state National Chaplain Service personnel, b) quality of life programs for National Guard personnel and their families, c) needs of other Chaplain Service constituencies (civilian clergy, non-government organizations (NGO), etc.). (3) Readiness and Deployment: Provides chaplain support serves for National Guard personnel and their families through the full spectrum of the deployment cycle (mobilization, deployment, employment, redeployment, and reconstitution). Responds to the needs of National Guard personnel and family members through both programs and direct care. (4) Crisis Intervention: Under the Supervision of the Chief of Staff , TAG, and State level Chaplain (on M-Day status), coordinates Chaplain Service support during events such as natural disasters (floods, hurricanes, tornados, snowstorms, tsunamis, etc.), man-made disasters (acts of terrorism and technological events, etc.), unit emergencies (suicide, line-of-duty deaths, and serious line-of-duty injuries), and during times of significant national events (Olympics, national conventions and inaugurations, etc.). (5) Direct Religious Support to Personnel: Provides and/or coordinates religious support to National Guard personnel and their families as needed such as, but not limited to: a) Religious rites, sacraments and observances. Coordinates as necessary with other Chaplain Service personnel and/or civilian clergy to ensure the free exercise of religion. b) Religious services (worship, special events, prayer breakfast, weddings, funerals, memorial services, etc.). c) Officiating at ceremonies (prayers at changes of command, retirements, troop departures, welcome home events, etc.). d) Pastoral counseling and referral (grief, spiritual formation, conflict resolution, life skills, etc.). e) Visitation (workplace, hospital, units, etc.). f) Personnel management issues (conscientious objector, hardship discharges, workplace violence, etc.). g) Crisis responder (death/casualty notification, casualty affairs officer assistance, mass causality events, suicides, etc.). h) Provides information on religious organization, practices and customs, and NGO's. i) Provides spiritual leadership. 6) Performs other duties as assigned.

Education

Candidates must have a baccalaureate degree (not less than 120 semester hours) and must have successfully completed three years of resident graduate study in theology or related subjects (Master of Divinity), or 72 semester hours (leading to an ecclesiastical certification as a member of the clergy) from an approved seminary or graduate school.

APPOINTMENT FACTORS: This appointment is to an Indefinite position in the Excepted Service. The position possesses the potential for non-competitive conversion to a permanent appointment, subject to the availability of resources. Employment can be terminated with a 30-day notice without cause. This position is authorized to be filled as long as there are funds to support it not to exceed 5 years. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. DEFINITION FOR AREAS OF CONSIDERATION Area 1: Current On-board Title 32 Technicians (Tenure: 1-Permanent, 2-Conditional, 3-Indefinite) and Permanent AGRs in the West Virginia National Guard at the advertised location. Area 2: Current On-board Title 32 Technicians (Tenure: 1-Permanent, 2-Conditional, 3-Indefinite) and Permanent AGRs in the West Virginia National Guard. Area 3: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds.
