This professional position is responsible for cable plant operations, design, analysis, procurement, and implementation of all aspects of the telecommunication network and systems which support almost 4,000 extensions serving Frederick County, City of Frederick, State of Maryland and several municipal government offices/agencies. This includes, but is not limited to, the Avaya telecommunications network and voice messaging platform; tele management software; move/add/changes to SIP and VolP sets, trunking, and E911.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

  • Maintain the operations of the telecommunications network and cable plant
  • Maintain telecommunications documentation
  • Operate county vehicle to transport tools, equipment and materials to various county buildings; perform cable installation, maintenance, troubleshooting, and emergency response work at distributed locations as required
  • Provide telecommunications planning assistance, consultative services, technical support and project management
  • Avaya System Manager, Session Manager, Communication Manager, and Aura voicemail move/add/changes and support
  • Configuration and management of voice gateways
  • Microsoft Teams migration and support
  • Lead research and testing, provide cost-benefit analysis and manage deployments of new technologies
  • Procure, coordinate, and implement materials necessary to install all inside and outside voice/data cabling for work requests, remodeling and new construction projects as required
  • Receive, review, analyze, and process invoices to ensure inventories and charges are correct for all telecommunications service
  • Participate in development and administration of budgets involving telecommunications services
  • As assigned, function as technical lead and point of contact, on services and projects assigned to IIT Voice Services
  • Perform other related duties as required

Telecommunications Analyst I Requirements (Nonexempt $30.3892 - $51.6617):

  • Associate’s degree
  • Minimum 3 years of work experience in telecommunications, computer science, information systems, cybersecurity, or a related field
  • Possession of a valid driver’s license
  • Note: A combination of related education and/or work experience may be considered towards the overall requirement of this position

Telecommunications Analyst II Requirements (Nonexempt $32.5165 - $55.2780):

  • Associate’s degree
  • Minimum 5 years of work experience in telecommunications, computer science, information systems, cybersecurity, or a related field
  • Possession of a valid driver’s license
  • Note: A combination of related education and/or work experience may be considered towards the overall requirement of this position

Telecommunications Analyst III Requirements (Exempt $72,368.63 - $123,026.68):

  • Bachelor’s degree
  • Minimum 3 years of work experience in telecommunications, computer science, information systems, cybersecurity, or a related field
  • Possession of a valid driver’s license
  • Note: A combination of related education and/or work experience may be considered towards the overall requirement of this position

Senior Telecommunications Analyst Requirements (Exempt $82,854.85 - $140,853.24):

  • Bachelor’s degree
  • Minimum 6 years of work experience in telecommunications, computer science, information systems, cybersecurity, or a related field
  • Note: A combination of related education and/or work experience may be considered towards the overall requirement of this position

NOTE: Placement into a I, II, III, or senior position level is based upon such qualifications as education, work experience, and relevant certification. ADDITIONAL REQUIREMENTS:
  • Employees in this classification are designated as Non-Essential. An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours.
  • The position may be considered essential personnel during emergencies and may be required to work to support County operations.

KNOWLEDGE / SKILLS / ABILITIES:

  • Ability to maintain County Authorized Driver privileges
  • Strong and effective troubleshooting skills
  • Demonstrated effective project management skills
  • Strong records-management skills, including the ability to review documents, identify/detect potential problems and document their resolution in a thorough and timely manner
  • Analyze existing telecommunication costs, services, and networks for planning and developing strategies and applications to improve telecommunications services and/or reduce costs
  • Effectively plan and organize work schedule and manage multiple priorities with minimal supervision
  • Strong and effective spoken and written (English) communication skills
  • Ability to develop and maintain effective working relationships with coworkers, government agencies and the general public

PREFERENCE MAY BE GIVEN FOR:

  • Work experience with Avaya Call Manager and Modular Messaging
  • Work experience with SIP sets and trunking
  • Work experience with Cisco networking technology
  • Work experience with copper and fiber cablings, terminations and troubleshooting
  • Work experience managing telecommunications vendors relationships
  • Ethernet, low voltage, and fiber testing tools work experience

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to frequentlysit, walk, perform repetitive motions and drive; occasionally stoop/kneel, lift up to 20 pounds and reach; and rarely climbs, crawls, lifts between 20-50 pounds, pushing up to 40 pounds and pulls and up to 40 pounds
  • While working in this position, the employee is required to constantly work indoors; occasionally work in noisy environments; and rarely works in dirty and dusty environments, work in confined spaces and work at heights
  • This position may be required to cover after-hours calls and emergency (participate in emergency call coverage rotation)
  • Provide own transportation as needed for meetings and other departmental priorities
  • This position is designate as security-sensitive, requiring satisfactory background investigation, conducted by the Frederick County Sheriff's Office, in accordance with established Frederick County policy
