We are looking to have two Technology Business Analyst’s – Business Intelligence Learning Lab join our team. This role plays a critical role in advancing the City of Bellevue’s data and business intelligence capabilities by designing, modeling, and maintaining enterprise reporting, while also developing the instructional frameworks and learning experiences that enable staff to understand, use, and build upon these systems effectively. In addition to leading the creation of engaging learning experiences that build data literacy and strengthen business intelligence skills, this position develops and optimizes data models, architects and maintains databases, and writes Python scripts and SQL queries that support scalable, reliable data pipelines. As a core owner of key components of the city’s BI program, the role interprets and guides data architecture, enhances analytical workflows, and ensures the integrity and performance of data assets used across departments. Serving as both a technical expert and an instructional leader, the position champions analytics adoption, guides staff at all levels and translates complex concepts into accessible learning that empowers employees and leaders to turn information into insight and insight into action.
- Leads the design, development, and maintenance of data models, databases, and automated data pipelines using tools such as Python and SQL to support enterprise reporting, analytics, and operational decision-making across the city.
- Conducts in-depth analysis of data structures, business processes, and system requirements to recommend improvements, mitigate risks, and enhance data quality and accessibility.
- Designs, delivers, and continuously improves Business Intelligence–focused instructor-led and self-paced training programs that build organizational data literacy and strengthen analytical capability for employees and leaders at all technical levels. Develops instructional frameworks, curriculum, and learning resources that scale citywide.
- Serves as a technical and instructional advisor by conducting qualitative and quantitative research, evaluating best practices from peer agencies, and recommending policy, process, and system improvements. Prepares analyses outlining issues, costs, risks, and impacts, and presents findings and recommendations to department leadership.
- Leads complex cross-departmental projects from conception through implementation, including business process improvements, analytics modernization efforts, and BI program initiatives. Develops project scope, schedules, and team composition; coordinates with internal and external partners; and prepares project reports, communications, and presentations for leadership and citywide audiences.
- Provides hands-on coaching and technical guidance to individuals and teams, helping them interpret data, apply analytical concepts, and build effective dashboards, measures, and automated solutions. Influences behavior and decision-making by translating complex technical concepts into clear, actionable insights.
- Develops and maintains documentation, standard operating procedures, and knowledge-sharing resources that support consistent, scalable, and sustainable analytics practices across the city. Contributes to department-wide professional development efforts, and continuous improvement initiatives.
- Facilitates learning sessions, workshops, and presentations for diverse audiences, requiring strong public-speaking skills and the ability to adapt content for varying levels of technical experience. Ensures training and project outcomes align with organizational goals and meet all expectations for quality, accuracy, and usability.
- Communicates project issues, risks, and opportunities to managers and department leadership, providing clear recommendations and technical expertise to support informed decision-making.
Supervision Received and Exercised:
- This position will report to the Business Intelligence Project Manager.
- This position receives limited supervision, but their supervisor will play a substantial role in setting the objectives and priorities of the job.
- No formal supervisory responsibilities but may lead or direct the work of project team members as appropriate.
Knowledge, Skills, Abilities and Competencies
- Advanced knowledge of Business Intelligence technologies including Power BI (DAX, Power Query, schemas, data modeling), relational database design, ETL/ELT concepts, and the development of scalable analytical data structures.
- Proficient in SQL and Python for data transformation, automation, and integration, with the ability to design, optimize, and maintain scripts, queries, and pipelines that support enterprise reporting and operational analytics.
- Knowledge of data architecture, governance, and lifecycle management, including best practices for ensuring data quality, consistency, security, and performance across interconnected systems and departmental workflows.
- Skilled in leading and owning data-related projects and improvements, including assessing business needs, evaluating technical options, recommending solutions, and implementing enhancements that strengthen the city’s business intelligence infrastructure and BI program.
- Skilled in designing instructional frameworks, training materials, and structured learning experiences that translate complex technical concepts into accessible, actionable knowledge for diverse audiences.
- Strong facilitation and presentation skills, with the ability to deliver technical and non-technical content to groups of varying sizes and experience levels, including frontline staff, analysts, managers, and department leadership.
- Ability to coach, mentor, and provide technical guidance to individuals and teams, supporting their development in data literacy, analytical reasoning, BI tool proficiency, and the application of data to business processes.
- Ability to adapt instructional and communication approaches by adjusting explanations, pacing, examples, and learning modalities to meet the needs of learners with different roles, backgrounds, and technical capabilities.
- Ability to build and sustain organizational data literacy, helping staff understand analytical concepts such as measures, context, interpretation, data lineage, and data quality, and how these concepts influence decision-making.
- Competency in leading cross-departmental initiatives and influencing outcomes, using strong analytical reasoning, project leadership, and relationship-building skills to guide the adoption of BI tools, standards, and practices.
Education, Experience, and Other Requirements
- Five or more years of advanced-professional experience leading data-related projects, developing analytical solutions, and driving improvements in Business Intelligence, and using advanced qualitative and quantitative statistical analysis, business systems analysis, business process modeling, and evaluation of departmental business lines and service delivery systems.
- Bachelor’s degree in Business Administration/Management, Data Analytics, Business Analytics, Computer Science, or a related field.
- Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.

FLEXIBLE/HYBRID WORKING
A hybrid work schedule is available for this position after an orientation period. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
Limited Term Employee (LTE):A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than five consecutive years (60 months).
