The position ensures systems and equipment oper ate at optimal levels through effective maintenance and repair. As an experienced -level role, the Technician performs a full range of assignments and exercises considerable independent judgment when organizing work activities and directing assigned crews a t the job sites. The position requires the ability to perform work assignments in varying environmental conditions, including extreme temperatures and inclement weather and to respond to scheduled and unscheduled emergency callouts. Must be available for 24/7 standby dutie s with about approximate 45 -minute response time, and work schedules may include non -standards hours such as nights, weekends, and holidays. Key Responsibilities : 1. Renders services for the purposes of providing potable water. 2. Assists management with functional and technical (indirect) supervision over maintenance staff, and contractors and may provide training to lower -level staff. 3. Performs and leads as the competent person; maintenance crews in the installation, connection, repair/maintenance, and relocation of water mains, service lines, valves, pumps, and fire services and hydrants; cut and fit pipes and make water main taps and wet cuts, detect leaks. 4. Participates in the installation and maintenance of water services and meters; install backflow devices, test and certify backflow devices. January 202 6 Page 2 of 5 5. Performs water quality field tests and sample collection from field water quality analysis as related to hydrant flushing. 6. Inspects and reports to Operation Supervisors of various areas of the water system, such as visible leaks in water distribution lines, potential hazards, contamination, etc. 7. Operates construction equipment, power tools, and moderately heavy and light equipment, including dump trucks, backhoes, compressors, jackhammers, tapping machines, and various other types of equipment, etc. 8. Independently operates the backhoe without the presence of Senior Technicians and acts as the lead competent person during repairs. 9. Assists in making all size taps, and types of joints and in repairing all types of broken valves, meters, lines, and hydrants. 10. Performs heavy physical labor and safety -sensitive labor. 11. Locates water -related infrastructure with electronic locating equipment. 12. Performs light building maintenance at Headquarters, on pump stations, all SMCMUA facilities, and assets (i.e. tanks), including light carpentry, masonry, and concrete work. 13. Completes all paperwork related to work orders, work performed, resources ordered/used, and timesheets and assist in maintaining accurate records. 14. Estimates time , materials, and equipment required for jobs assigned; requisition materials and other resources as required. 15. Basic fleet vehicle maintenance and reporting. 16. Performs routine preventative, corrective, and autonomous maintenance and repair of associated equipment and SMCMUA assets. 17. Trains assigned employees in their area of work in maintenance and repair methods, and techniques, and in the setup and use of equipment. 18. Ensures adherence to safe work policies and procedures; utilizes proper safety precautions related to all work performed. 19. Oversees and verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications, and safety protocols. 20. Responds to public inquiries in a courteous manner by providing information within the area of assignment; resolves complaints in an efficient and timely manner utilizing provided resources. Qualifications: • Minimum of four (4) years of Water Treatment and Distribution experience, in the areas of construction and maintenance, specifically in installation and repair of pipes, conduits, meters, hydrants, fittings etc. • Shall have completed and satisfactorily passed the SMCMUA Backhoe Training Hours Program or satisfactorily passed (1000) hours of a water industry specialty, i.e., hydrant maintenance or leak detection. • As a condition of employment, after an offer has been issued but before employment has commenced, the applicant must complete an illegal substance test, background check, motor vehicle check, and a physical/functional capacity exam (FCE) based on the attac hed job-specific Functional Capacity Requirements (FCR). EDUCATION & EXPERIENCE • NJ Basic driver’s license (required). • NJ Commercial Driver’s License, Class B with air brake endorsement (preferred, permit required within 6 -month probationary period).
