Technical Specialist

  • Location: Arlington, VA
  • Security Clearance: Active Clearance Required - U.S. citizenship required
  • Salary: $130,000 - $180,000 Depending on Experience and Education
  • Travel: 20%

Position Summary

SURVICE Engineering is currently seeking an Technical Specialist to support our Washington Area Operation. You will accelerate your career and become an integral team member within the defense community. The Experimentation & Operational Analysis Technical Specialist: Technical Analyst will provide US Navy S&T Technical Services to the ONR Global E&A Department Head (DH). These services require the performance of technical evaluation and analysis (E&A) required to enable the government E&A leadership team to make highly informed management decisions regarding the Program's S&T investments.

Primary Duties and Responsibilities of Technical Specialist

  • Develop the Data Collection and Analysis Plan (DCAP) for all Technology Operational
  • Experimentation Events (TOEE) Key Perforce Parameters (KPP's).
  • Execute the DCAP for all TOEE.
  • Develop mathematical models to compare and assess technology performance in operational scenarios within a degree of accuracy of +/- 20%.
  • Develop weekly status report on technical progress and future plans for E&A funded projects
  • Conduct technical evaluation and cost/benefit analysis of proposed E&A technology to determine if projected capability costs are with 20% of the Government's future year planning budget.
  • Conduct technical analysis, in conjunction with input from NRE program officers and science advisors, to identify, and determine the percentage of E&A priorities that are in alignment with Naval S&T focus areas.
  • Conduct technical analysis to identify and validate future E&A technology needs that no longer align with the strategic guidance from the NRE leadership.
  • Represent, and present E&A project data, at Program Officer Portfolio Reviews and NRE Technical Exchange Sessions.
  • Represent the E&A Team project priorities, at planning sessions, ONR-G team meetings, and other NRE meetings requiring E&A representation.

Minimum Qualifications of Technical Specialist
Bachelor's Degree in Civil, Mechanical, Material, or Industrial Engineering or related field and 10+ years of relevant experience. Candidates are not required to possess all qualifications; is you possess some of the desired qualifications, please apply.

Desired Experience

  • Applicant must be able to provide technical evaluation and analysis (E&A) of ONR Global Program's S&T investments to enable the government E&A leadership team to make highly informed management decisions
  • Demonstrated knowledge of Experimentation Planning and Operations Research methods to include Data Collection and Analysis Plan (DCAP), Modeling and Simulation, Wargaming, Technology Innovation Games (TIG), and other analytical methods to provide decision support to leadership for S&T investments.
  • Ability to produce technical execution reports and reports on technical progress of S&T portfolio and update collaboration sites as necessary.
  • Individuals must possess a TOP SECRET US Government security at time of contract award. Desired additional qualifications:
  • Communication skills to build relationships with a variety of stakeholders including program officers, science advisors, warfighters, acquisition sponsors in program offices, transition sponsors in OPNAV or TYCOMs and engineers and scientists in the NR&DE
  • Demonstrated understanding of the organizational structure and functions of the components of the Naval Research Enterprise (NRE); to include the roles of ONR program officers and science advisors in S&T technology development
