About the Role
We are seeking a highly motivated, results-driven Technical Recruiter to fuel Spero Solutions’ delivery engine across our IT and Engineering staffing & professional service practices, with a strong emphasis on supporting Federal and defense industrial base requirements. Reporting into Recruiting Leadership and partnering directly with our Business Development Managers (BDMs), the Technical Recruiter operates as the engine behind every placement — sourcing, qualifying, and closing top engineering and IT talent against active requisitions or task orders tied to newly executed Master Services Agreements, Professional Services Agreements, and Subcontractor Agreements.
This is a true individual-contributor delivery role for a builder. As BDMs activate new logos and surface requisitions across Federal Prime Integrators, federal agency clients, and commercial accounts, you take ownership of the full talent lifecycle: identifying qualified engineers and technologists, screening and assessing candidates, negotiating offers, and managing consultants on assignment. You will develop deep expertise in engineering disciplines (EPC — Design, Engineering, and Construction Management) and IT solutions (Technology Enablement, Data and Analytics, and PMO), and you will keep BDMs and Delivery Leadership informed at every step, so requirements convert quickly into staffed, revenue-producing engagements.

Key Responsibilities:
- Talent Sourcing & Pipeline Building: Develop and execute creative sourcing strategies to identify qualified engineering and IT talent using LinkedIn Recruiter, job boards, internal databases, referrals, Boolean searches, and competitive market mapping. Build durable pipelines for recurring engineering and IT skill sets across Federal and commercial demand.
- Candidate Assessment & Qualification: Screen and interview candidates against client requirements, with particular focus on engineering disciplines (Design, Engineering, Construction Management across EPC projects) and IT capabilities (Technology Enablement, Data and Analytics, PMO). Assess technical fit, soft skills, security clearance status, and motivation to ensure every submittal is high confidence.
- Federal Delivery Support: Recruit against requisitions tied to Federal Prime Integrators and federal agency clients across DOD, DOE, DOJ, VA, and civilian agencies. Understand the nuances of clearance requirements, citizenship constraints, and Federal compliance considerations as they relate to talent acquisition.
- Offer Negotiation & Closing: Negotiate compensation packages, employment terms, and start dates with top talent and consultants. Manage candidate expectations through the full offer-to-onboarding cycle and minimize fall-off risk.
- Consultant Management: Manage technical consultants on engagement — address consultant-related issues, conduct check-ins, administer performance counseling, coaching, and disciplinary measures when necessary, and proactively position consultants for redeployment as engagements wind down.
- BDM & Sales Partnership: Partner with Business Development Managers to identify top accounts, target skill sets, and key market segments. Advise BDMs and clients on industry best practices, candidate market conditions, and realistic time-to-fill expectations on engineering and IT requirements.
- Client & Industry Relationships: Maintain relationships with industry contacts, technical communities, and consultant networks to provide competent service, gain industry knowledge, and generate sales leads that feed the BDM team.
- Delivery Performance: Consistently meet or exceed weekly, quarterly, and annual submittal, interview, placement, and gross profit goals. Maintain accuracy in ATS / CRM hygiene, candidate tracking, and submittal reporting.
- Cross-Functional Collaboration: Work closely with BDMs, Sales Operations, Finance, and Onboarding to ensure a seamless transition from offer acceptance into a productive, satisfied consultant placement — and to keep clients informed of delivery status and pipeline health.
Qualifications:
- Recruiting Background: Previous experience recruiting in a Staffing Agency environment is strongly preferred, ideally across Engineering (Design, Engineering, and Construction Management on EPC projects) and / or IT (Technology Enablement, Data and Analytics, and PMO). Federal staffing experience is a strong plus.
- Engineering Acumen: Working understanding of engineering disciplines and the EPC project lifecycle, with the ability to credibly engage engineers, project managers, and technical leaders on the phone. Comfort recruiting for hard-to-fill engineering skill sets is highly valued.
- Federal Experience (Plus): Exposure to recruiting for Federal Prime Integrators or federal agency clients (DOD, DOE, DOJ, VA, civilian agencies), including familiarity with security clearance requirements (Public Trust, Secret, Top Secret, TS/SCI), is considered a strong plus.
- Sourcing & Cold Outreach: Strong skills in initiating contact with passive candidates, handling objections, and pitching opportunities over phone, email, and InMail. Proficiency with Boolean searches, LinkedIn Recruiter, and modern sourcing tools.
- Delivery Proficiency: Demonstrated ability to meet or exceed delivery targets and navigate full-cycle technical recruiting, including offer negotiation, reference checks, background screening, and onboarding coordination.
- Communication Skills: Excellent communicator with strong interpersonal and presentation skills. Able to build trust quickly with candidates, hiring managers, and BDMs.
- Drive & Mindset: Competitive nature, ambition, resourcefulness, and grit. Goal-oriented and self-motivated, with the discipline to be punctual, dependable, and professional in a deadline-driven, metric-driven environment.
- Tools: Proficiency in ATS / CRM platforms and modern recruiting technology (LinkedIn Recruiter, Bullhorn, Salesforce, JobDiva, Dice, ZoomInfo, or similar).
- Education: Bachelor’s degree in Business Administration, Marketing, Management, or a related field is preferred but not required. Military experience or equivalent professional experience will be considered in lieu of a four-year degree.
- Mindset: Self-motivated, collaborative, analytical, and adaptable — with a hunter’s drive for sourcing and a builder’s patience for cultivating long-term candidate relationships.

Competitive base salary with uncapped commission and quarterly and annual bonuses tied to submittals, placements, and gross profit performance.
