The Diversion and Reentry Services section, within King County’s Behavioral Health and Recovery Division (BHRD), administers programs at the intersection of behavioral health and criminal legal systems to support people in pursuing recovery and thriving in their communities. Our team directly manages multiple diversion programs for people with serious mental health and substance use conditions to avoid legal competency services and the State forensic mental health system. Additionally, we assist the State in local coordination for an array of programs implemented due to Trueblood et al vs. State of WA DSHS class action lawsuit andsubsequent Contempt Settlement Agreement.

BHRD partnered with the Housing and Community Development Division of DCHS to submit a response to an RFP to utilize fines collected by the federal court monitor from the settlement and requirements set forth to DSHS from the Trueblood Lawsuit. King County was awarded the funding, which includes the funding for this position.At this time, thefunding/grant is for 5 years,andthis position is also expected to last 5 years.As such, the Diversion and Reentry Services (DRS) seeks a candidate with a combination of project management skills, utilization management or service authorization experience, and knowledge of homeless housing services, behavioral health and/or criminal legal systems to support housing and service programs and provide system-level care coordination, quality assurance, and system utilization activities for individuals who have had multiple encounters with the forensic mental health system gain and maintain housing in King County.

The DRS Housing and Utilization Management Specialist position will administer behavioral health and Trueblood housing program contracts, coordinate with an array of system partners, connect individuals to care, and assist housing and behavioral health providers in navigating and providing support to facilitate matching and successful housing move-ins for Trueblood Class Members. This will include partnering with other sections within DHRD, DCHS’ Housing and Community Development Division, the King County Regional Homelessness Authority’s Coordinated Entry System, and BHRD Phase V providers, including permanent supportive housing providers. Additionally, this role will provide placement reviews and service authorizations for Trueblood individuals into Phase V programs to ensure a patient’s behavioral health care is necessary, efficient, and appropriate. The work includes quality assurance, system utilization and care coordination activities to improve behavioral health outcomes for the Trueblood Class Members within the Phase V programs. This position will work closely with individuals, their families, contracted community providers, and MCOs.

This position will be supervised by the Competency Diversion Services Coordinator with the DRS team.

WORK SCHEDULE/CONDITIONS:This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end five (5) years from the start date, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8 am - 5 pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval.


MISSION CRITICAL POSITION STATUS:This position has been designated Non-Mission Critical. TELEWORKING REQUIREMENT:DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle, WA 98104.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Oversee Trueblood housing and service contracts and program activities while utilizing data to disseminate information.

  • Monitor contracts, including assisting in conducting site visits, managing contract amendments, processing invoices, and continuous quality improvement activities
  • Provide technical assistance to providers and remove barriers to support the delivery of high-quality and effective services and access to resources
  • Manage projects including budget monitoring, tracking deliverables, and coordinating multiple project elements such as sub-contracts, data reporting and analysis, fiscal oversight, etc.
  • Assist in data managementand report development, including draftingexternal andinternal reportsandcorrespondence

Provide placement reviews and service authorizations to ensure behavioral healthcare is necessary, efficient, and appropriate

  • Conduct behavioral healthcare placement review and authorizations for Phase V programs for persons using established protocols.
  • Participate in utilization management and quality management activities to ensure that resources are used appropriately and efficiently.
  • Participate in quality assurance activities, including reporting, such as site visits of contracted providers and other monitoring activities as assigned.
  • Participate in system-level, multidisciplinary, and intersystem care coordination teams as needed to develop cross-system intervention plans and improve behavioral health outcomes.

Coordinate care for individuals across multiple systems and collaborate with various stakeholders and service providers.

  • Provide care coordination across behavioral health and housing continuums of care with other service providers for Trueblood Class Members navigating to or currently housed in contracted permanent housing units
  • Collaborate with multiple system partners and service providers, including KCRHA's Coordinated Entry, on developing operational process improvements related to system navigation and service access for Trueblood Class Members.
  • Navigate multiple databases and develop custom reporting and notification/tracking systems.
  • Assist in coordination with external partnerswith lived experience, housing partners along the continuum, tribal entities, behavioral health and homeless service providers, Trueblood contempt settlement agreement programs, and other concerned partners to better serve Trueblood Class Members.

Develop and present behavioral health and Trueblood housing program materials while centering equity and social justice.

  • Work with program partners to assist in developing trainings, materials, and presentations representing behavioral health and Trueblood housing services. This will include public speaking.
  • Integrate an equity and social justice framework into program duties and communications
  • Perform other related duties as assigned, including tasks supporting the overall work of the Diversion and Reentry Services (DRS) section.

  • Lived experience of behavioral health conditions and/or involvement in criminal legal systems
  • Familiarity with King County's complex criminal legal system
  • Deep understanding of homeless housing, permanent supportive housing, and/or the behavioral health system in King County
