Performs complex administrative and technical work relating to the appraisal of property for assessment purposes; prepares and maintains records, files and reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Appraisal Supervisor. Continuous supervision is exercised over designated appraisal staff.

- Supervises designated appraisal staff including scheduling, assigning duties, providing coaching and feedback, conducting performance reviews, and assisting with recruitment and hiring.
- Plans, organizes, and directs permit-based appraisal operations and workload.
- Plans, develops and implements new and updated procedures for appraisal activities.
- Implements methods, procedures and schedules used to appraise all types of real property in the county.
- Coordinates permit data and workflow with internal staff and systems and reviews work for accuracy, and timeliness.
- Facilitates appraisal of new commercial and industrial construction.
- Prepares requested and required reports and studies for County needs.
- Coordinates the formal training and certification of designated appraiser staff.
- Assists general public in escalated ownership, appraisal, assessment and taxation concerns.
- Assists with escalated permit-related valuation questions and appeals.
- Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteered.
- Performs other duties as assigned.
Thorough knowledge of the principles, practices and relevant laws of property appraising for assessment purposes; extensive knowledge of building construction practices for building and land values; thorough knowledge of the state laws relating to property assessing; ability to read and understand building construction plans and specifications; ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values; ability to write clear and concise reports; ability to establish and maintain effective working relationships with associates and the general public.
Bachelor's degree with coursework in real estate, business, finance, economics, or related field and considerable mass appraisal and supervisory experience, or equivalent combination of education and experience.

Special Requirements- Valid Driver’s License
- IAAO Designation such as AAS, RES, CAE preferred or the ability to obtain.
- Certification by North Carolina Department of Revenue as a Real Property Appraiser.
Salary will be determined by internal equity, candidate's qualifications, budget, and market considerations.
