As the Talent Acquisition Specialist, you will play a critical role in shaping the department’s workforce strategy. This position is responsible for leading full-cycle recruitment efforts, strengthening onboarding and retention initiatives, and implementing innovative, data-driven human resources solutions.
Your expertise in talent acquisition, workforce analytics, and training program development will directly contribute to the department’s long-term sustainability and organizational effectiveness. Talent Acquisition & Workforce Planning
- Lead full-cycle recruitment, including sourcing, screening, interviewing, and selection
- Develop workforce planning strategies to address staffing needs and skills gaps
- Partner with hiring managers to define role competencies and streamline hiring processes
- Analyze labor market trends and departmental staffing data to inform recruitment strategies
- Negotiate salary offers while maintaining internal equity
Organizational Development & Training
- Design and manage leadership development and succession planning initiatives
- Lead onboarding programs to improve new-hire retention and engagement
- Conduct recruitment and hiring best-practice training for hiring managers
- Implement mentorship programs and career progression frameworks
- Support performance management and coaching initiatives
Employer Branding & Talent Engagement
- Enhance employer branding through strategic recruitment marketing
- Develop internship and early-career talent pipelines
- Oversee employee referral programs
- Monitor competitor hiring practices and labor market trends
HR Compliance & Process Improvement
- Conduct HR risk assessments and ensure compliance with hiring regulations
- Lead recruitment process improvements to increase efficiency
- Utilize workforce analytics to support data-informed hiring decisions.
- Stay current on HR technology trends and best practices
Success Metrics
- Vacancies filled within established hiring timelines
- Quality of hires measured by retention and performance outcomes
- Increased internal mobility and employee career progression
- Compliance with hiring policies and HR best practices
- Effectiveness of employer branding and recruitment outreach
- Bachelor’s Degree in Human Resource Management, Finance, Business or any related field.
- Two (2) years of progressively responsible experience in human resource management, financeor any other related field of business administration.
- An equivalent combination of education and experience may be substituted, which togethertotal 6 years.
Preferred Qualifications
- HR or recruitment certifications (SHRM-CP, PHR, AIRS, LinkedIn Certified Recruiter)
- Experience with NeoGov and Airtable
- Proficiency in workforce planning models and HR data visualization
- Strong expertise in sourcing strategies, digital recruitment marketing, and employer branding
- Advanced proficiency in Microsoft Office (Excel, PowerPoint, Word)
- Excellent stakeholder management and change leadership skills
