Role Overview

The Systems Manager is responsible for overseeing an organization’s IT infrastructure, ensuring all systems run efficiently, securely, and reliably for sustained operational continuity. This role is involves managing hardware, software, networks, and IT teams while aligning technology with business goals.

Selected candidate will provide strategic oversight with hands-on technical support, ensuring continuity of operations across critical systems supporting land records, public transactions, and internal workflows.

Key Responsibilities

  • Serve as the primary IT lead and escalation point for all infrastructure, systems, and user support to ensure reliable day-to-day IT operations, minimizing downtime and service disruptions
  • Administer, maintain, and optimize document management and land records systems used for recording, indexing, and retrieving deeds and legal documents
  • Collaborate with county IT departments, technology vendors, and external agencies to support system enhancements and integrations.
  • Ensure high availability, performance, and security of all infrastructure components, including third-party platforms and hosted systems
  • Provide hands-on technical support for users across administrative and production functions
  • Establish and maintain a comprehensive IT asset management program to track hardware/software inventory, lifecycle, and allocation across the organization
  • Oversee data backup, disaster recovery, and business continuity processes for critical records systems to ensure data integrity, availability, and recoverability across all platforms.
  • Manage and maintain IT asset log.
  • Monitor system performance, troubleshoot issues, and implement system upgrades and patches.
  • Develop and maintain documentation for system configurations, processes, and procedures.
  • Implement and enforce cybersecurity best practices, including access controls, encryption, and audit logging.
  • Support digitization initiatives, including scanning, indexing, and archival of historical records.
  • Required Qualifications
  • Bachelor’s degree in Computer Science, Information Technology, or a related field (or equivalent experience).
  • 10+ years of experience in IT systems administration, preferably in government or public sector environments.
  • Proven leadership and team management capabilities
  • Strong organizational and documentation skills
  • Effective communication with both technical staff and business users

Working Conditions

  • On-site role with responsibility for physical infrastructure and user support
  • Occasional after-hours support required for system maintenance or incident response

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, or a related field (or equivalent experience).
  • 10+ years of experience in IT systems management, preferably in government or public sector environments.
  • Knowledge of IT asset management (ITAM) best practices
  • Experience managing camera/security systems and data retention policies
