Supply Chain Manager - Bilingual English/Mandarin

The Supply Chain Manager is responsible for developing and overseeing supply chain strategies that ensure the efficient flow of materials, components, and finished goods throughout the electronics manufacturing operation. This role manages procurement, materials planning, inventory control, logistics, and supplier relationships to achieve cost, quality, and delivery objectives. The Supply Chain Manager works cross-functionally with Production, Engineering, Finance, and Quality to support business growth and operational excellence.


Key Responsibilities

 

Supply Chain Strategy & Planning

  • Develop and execute supply chain strategies that support production goals, cost targets, and customer delivery expectations.
  • Lead sales and operations planning (S&OP) processes, ensuring accurate forecasting and capacity planning.
  • Monitor supply chain KPIs (inventory turns, on-time delivery, supplier performance, logistics costs) and drive improvements.

Procurement & Supplier Management

  • Oversee purchasing of electronic components, PCBs, mechanical parts, and manufacturing consumables.
  • Develop and maintain strong supplier relationships; negotiate pricing, contracts, and service agreements.
  • Evaluate, qualify, and audit suppliers to ensure compliance with quality, regulatory, and sustainability standards.
  • Manage supplier risk, including long lead-time components, end-of-life notices, and market shortages.

Materials & Inventory Management

  • Ensure accurate material planning and scheduling to support production without overstocking.
  • Implement inventory control best practices, including ABC analysis, safety stock, cycle counts, and FIFO.
  • Oversee warehouse operations, receiving, and material handling to ensure accuracy and efficiency.

Logistics & Distribution

  • Manage inbound and outbound logistics, including transportation, freight, customs, and compliance (e.g., ITAR/EAR when applicable).
  • Optimize shipping methods and carriers to reduce cost and improve reliability.
  • Ensure proper packaging, labeling, and handling for electronic assemblies and sensitive components (ESD standards).

Cross-Functional Collaboration

  • Partner with Engineering and Production to support new product introduction (NPI) and material readiness.
  • Work with Finance on cost control, budgeting, and inventory valuation.
  • Collaborate with Quality to resolve supplier issues, implement corrective actions, and drive continuous improvement.



Qualifications

Experience:

  • 5+ years of supply chain or materials management experience in electronics manufacturing or a similar industry.
  • Experience with daily complex scheduling, material pull-in and push-out management
  • Experience in handling E&O process and scrap disposal procedure.
  • Experience with local supplier development, with a focus on mechanical components and packaging /ME parts suppliers.

Education: Bachelors degree in Supply Chain Management, Business, Industrial Engineering, or related field, or additional equivalent experience.

Technical Skills:

  • Strong understanding of electronic components, BOM structures, and manufacturing processes (SMT, THT, assembly).
  • Experience with ERP/MRP systems, forecasting tools, and data analytics.
  • Proven negotiation, contract management, and supplier development skills.
  • APICS/CPIM/CSCP certification preferred.
  • Proficiency with Microsoft Office, specifically Microsoft Excel. Proficiency in SAP.

Soft Skills: Strong leadership, organizational, and problem-solving skills; excellent communicate skills; Ability to manage multiple projects at a time.

Other: Ability to work under pressure and meet tight deadlines; Ability to collaborate with HQ and local leadership; Bilingual Mandarin required.
