  • As a Supervisory Management & Program Analyst serves as a Team Manager in the Air Traffic Organization (ATO) People Services Directorate. Directs the work of subordinate employees and managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Exercises leadership over assigned organizations talent management, and data reporting to support ATO executives and managers. The work includes complex projects/programs based on the objectives of the major subdivision, the ATO, and frequently the Federal Aviation Administration (FAA). Participates in planning efforts that cross organizational lines within the major subdivision and ATO. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include strategic planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Applies a detailed knowledge of the technical aspects of the analytical and evaluative work that is directed. Applies a detailed knowledge of budget, human resource management, and other administrative policies and procedures. Monitors ATO's hiring activities against attrition forecasts, tracks staffing levels, and cumulative gain/losses against projected staffing targets for the capped workforce. Assesses current workforce capabilities and identify gaps in skills or resources. Analyzes trends in employee performance, retention, and recruitment to inform planning. Implements strategies to improve employee engagement and productivity. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Utilizes data analytics to forecast workforce needs and optimize resource allocation. Manages budget and either reallocates resources or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. As a Team Manager has the authority to develop improvements in the alignment of hiring functions between Service Center ASG's, other headquarters' teams, and common customer organizations. Reviews and approves processes, which has been identified and recommended for improvement or development through subordinate managers. Implements the ATO-wide standardized hiring and selection process featuring Select Interviewing methodology, Job Analysis, and the EZ Guide Tool. Provides oversight to subordinate staff and managers to ensure ATO personnel actions are in compliance with established policies and practices of the Office of Human Resource (AHR), FAA, and the ATO. Contacts are routinely internal and external to the Administrative Services Group. Internal contacts are with subordinates, peers, and ATO and FAA executives to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. External contact with representatives from AHR and from ATO national labor organizations. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
