  • As a SUPERVISORY HELICOPTER PILOT, GS-2181-13, you will serve aas the supervisor of either the Production Control (PC), Maintenance, or Quality Control (QC) divisions within an AVCRAD. The Maintenance Branch manages manpower, equipment, and training, in preparation to perform the AVCRAD and NGB mission and meet Department of the Army (DA) aircraft readiness rate goals. The Production Control division schedules, prioritizes, and resources the workload and special programs of all maintenance operations within the AVCRAD as well as interfaces with all units in the region to provide maintenance support as available. The Quality Control division ensures that aircraft maintenance and repair procedures performed at the AVCRAD, or by AVCRAD personnel, meet stringent quality standards, ensuring the safety and reliability of aircraft operations. The incumbent for any of the above positions is accountable to a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property. DUTIES AND RESPONSIBILITIES: All positions: Directs work operation involving subordinate employees. Plans work to be accomplished by subordinates, sets priorities, and establishes schedules for work completion. Assigns work based on priorities, requirements of assignments, and capabilities of employees. Ensures timely performance of work and that quality standards are met. Evaluates overall performance of employees/leaders. Provides advice, counsel, and instruction to accomplish the assigned function. Interviews candidates for vacant positions, recommends selections, promotions, or reassignments. Establishes performance standards, counsels, and renders performance appraisals. Schedules and approves leave. Initiates laudatory or disciplinary actions, as applicable. Trains and/or recommends training. Hears group grievances, employee complaints, refers unresolved complaints to higher level supervisor, reviews disciplinary problems. Responsible for piloting rotary wing aircraft, will participate in performance of test flights and transportation of aircraft to or from the AVCRAD. Maintains aviator proficiency in accordance with Army standards and local requirements. Makes critical judgments and decisions regarding the safety of aircrew and passengers in resolving in-flight emergencies and subsequent rescue efforts if a mishap results. Communicates and coordinates items of interest and potential adverse impact at the highest levels of national, state, and local leadership. Represents the Army National Guard and state to foreign political and military dignitaries. Coordinates policies, plans, programs, and requirements with the senior leadership levels of the AVCRAD and National Guard Bureau. Serves on a broad range of committees and boards which formulate recommendations on policy, resource allocation, feature planning, and provides feedback to leaders. Maintains liaison with regional units and Army Aviation Support Facilities, Army Major Commands including Army Materials Command (AMCOM), Communications Electronics Command (CECOM), Tank and Automotive Command (TACOM), as well as airport management, and others. Manages an organization comprised of Quality Assurance Specialists and Quality Control Inspectors dedicated to quality assurance and production. Involved in the overhaul, modification, repair, and fabrication of rotary wing aircraft, aircraft components and assemblies; structural and electrical repair; flight and ground checks; flight tests and acceptance; quality inspections, quality records and analysis. Assigned functions includes the support to field units and other customers through telephone, email, teleconference and contact teams for on-site technical assistance. Work involves management of extremely high level, high visibility quality assurance programs that have major impact on depot operations as well as reliability and safety of rotary wing aircraft in the Army National Guard fleets. Ensures that aircraft and components sent to the AVCRAD for repair are returned to a high state of operational readiness. Accommodates a variety of non-traditional military roles and missions such as foreign training, augmenting active component training, disaster relief, and drug interdiction. Provides guidance, resources, and other support like depot level requirements. Receives and studies work schedules and plans the maintenance effort within the priorities established by Logistics Management Officer (LMO) and existing production control schedules. Ensures that established, safety practices, supply conservation, and efficient maintenance procedures are being followed. Monitors adequacy of maintenance and repair actions, procedures, and components. Ensures AVCRAD operations and logistics plans meet mobilization requirements and support national war plans. Performs other duties as assigned.

Education

GS-13 Army National Guard Warrant Officer Positions Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools. GS-13 Army National Guard Officer Positions For Army National Guard Second and First Lieutenants must be actively pursuing an under- graduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools.

MILITARY GRADES: W4- O5 CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be a graduate of the Aviation Maintenance Officers Course prior to applying. 2. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Incumbent is subject to uncommon tours of duty, rotational shift assignments and compensation and/or overtime (COMPENSATORY) duty. 5. Wear of the military uniform is MANDATORY. 7. Incumbent must possess and continue to maintain a US Army Class II Flight Physical. 7. Participation in direct deposit is mandatory. 8. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. 9. Employee will be required to wear and use personal protective equipment as required and provided by the employer. 10. This is a Testing Designated Position (TDP).
