  • The Program Operations Field Manager applies an advanced knowledge of the technical aspects of the work in order to provide leadership and guidance to a diverse staff of aviation specialists that carry out the responsibility of development, test, deployment, and support of NAS En Route and Oceanic Air Traffic Control systems. This includes development, testing, maintenance, security, field support, and deployment of hardware and/or software. The Program Operations Field Manager assigns tasks and responsibilities to their team of aviation specialists to accomplish the organization's mission. Managerial duties include: monitoring and evaluating performance; making hiring decisions; recommending pay increases; coaching and developing employee capabilities; approving leave; and taking, recommending, or approving corrective/disciplinary actions as appropriate. He/she has direct authority over personnel actions involving subordinates; and actively promotes, supports, and participates in the FAA Equal Employment Opportunity (EEO) and Diversity programs. The Program Operations Field Manager ensures that all employees are given an opportunity to influence their work environment and are able to participate in discussions related to the methods of work accomplishment. Serves as a recognized technical expert within the Air Traffic Organization and the FAA and is called on to provide leadership for highly complex and challenging activities under minimal direction. Serves as a policy and standards expert to develop new and innovative concepts, approaches, methodologies, techniques, and policies for large and challenging issues and high level correspondence. Leads specific teams utilized for analysis of aviation specific concepts and/or managerial topics. Provides expert technical guidance and instruction within the organization, to other organizations within the PMO, and to corporate FAA, to address diverse, complex issues which often cross multiple projects/programs or functional and technical areas. Works with senior management to identify and jointly solve problems. Provides direct support to Air Traffic and Technical Operations in the deployment of new hardware and/or software systems at the En Route and Oceanic facilities. Applies an advanced knowledge of the technical aspects of the work and an advanced knowledge of budgets, human resources, and other administrative policies and procedures. Work activities typically impact directly on the objectives of the PMO and corporate FAA, as well as the aviation and aerospace industries and other external parties. Work also impacts the safety and security of the NAS. Maintains contacts both internal and external to the organization, including senior management, union representatives, regional office personnel, and representatives of the aviation industry and military, to facilitate resolution of air traffic operational and technical program issues. Daily contacts are with subordinates, peers, and higher level managers to discuss the status of technical projects/programs and to plan for the future. Has frequent contact with customers, other government entities, and other external parties to interpret policies/ procedures or for other project/program purposes. Frequently represents the FAA on interagency/industry committees and national and international groups that develop, monitor and evaluate FAA programs and operations. Has authority to make commitments for the organizational unit, within guidelines. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but the most unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
