Supervises and leads the Pollution Control Operations Program which investigates and coordinates responses to complaints, conducts inspections of wastewater treatment plants, licenses sludge hauling vehicles, and inspects and certifies facilities that store, use, or generate hazardous products within groundwater protection zones. Additionally, this position supervises and leads our Public Education and Outreach Program, which promotes environmental stewardship and sustainability through active community engagement.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
Consults with division management, regulatory agencies, or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; develop presentation and/or represent the County at professional meetings and community meetings/activities.
Interprets, applies, and enforces the provisions of environmental regulations and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures; research codes/regulations issues as needed; initiates any actions necessary to correct deviations or violations.
Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
Develops, updates, and implements policies and procedures pertaining to area of assignment; generates and implements program protocols designed to enhance productivity and safety.
Supervises and coordinates environmental activities relating to pollution control, pollution prevention, environmental planning, conservation, land development, stormwater management, waterway management, or related issues.
Supervises operations of the Pollution Prevention Section, including activities involving the inspection and certification of facilities storing and generating hazardous materials/wastes within the groundwater protection zones, wastewater treatment plant compliance, storage tank compliance, petroleum clean-up/remediation, domestic sludge disposal and transportation.
Supervises operations of the Pollution Control Education and Outreach Section, including activities involving community event planning; creating content for and teaching school age children; creating and executing presentations for homeowners associations, civic groups, industry groups; creating social media content, brochures, and other materials; creating and conducting industry specific trainings for businesses and internal customers; creating and implementing water quality impairment specific campaigns.
Performs administrative tasks; assists in developing and implementing budget for assigned area; makes purchasing recommendations; reviews/approves time sheets and leave requests; reviews/approves invoices for payment; coordinates preparation of invoices to bill for program services; develops brochures for public distribution.
Provides information and technical assistance concerning environmental regulations, hazardous waste management, waste disposal procedures, pollution control/prevention, storage tanks, hazard waste generation, natural resources, site development plans, regulatory violations, or other issues; meets with and discusses problem areas with property owners, contractors, developers, and the public; recommends solutions to problems; provides data to customers upon request.
Supervises and conducts investigations into complaints regarding pollution, hazardous materials/waste, natural resources, beaches/waterways, or other environmental issues; investigates fish kills; documents findings of investigations and makes corrective recommendations; updates complainant with information regarding complaint; monitors status of complaints to ensure resolution; notifies appropriate authorities of case problems or incidents as appropriate.
Supervises and assists with inspections of sludge transportation vehicles; notifies sludge transporters of violations; reviews sludge transportation licenses and notifies license-holders of expiration.
Supervises and assists with inspections of wastewater treatment plant facilities to ensure compliance with applicable regulations; makes recommendations to plant operators concerning needed plant improvements.
Supervises and assists with inspections of above-ground storage tanks and underground storage tanks; conducts inspections of facilities with hazardous materials and wastes as needed.
Supervises and assists with inspections of businesses to review storage, handling and use of hazardous materials and wastes.
Performs follow-up inspections to ensure proper response to non-compliance problems and correction of deficiencies.
Supervises and assists with?environmental code enforcement to protect County resources; investigates complaints and violations; conducts inspections of property; gathers evidence of violations; researches property ownership.
Writes/drafts amendments to local codes as appropriate; assists with development of environmental ordinances, amendments, policies, and procedures.
Maintains computer database of division data; enters information regarding environmental complaints, non-compliance issues, or other data; generates reports and graphs of division data.
Conducts research of division files, legal/property records, database records,?electronic data sources, websites, hardcopy materials, or other sources as needed.
Compiles and/or monitors various administrative and/or statistical data; makes applicable calculations; analyzes data and identifies trends; summarizes data and prepares reports, charts, or presentations.
Performs other related duties as required.
Bachelor’s degree in an Environmental field required.
Five (5) years of related experience.
Candidates without a related degree should possess four (4) additional years of related experience.
Fingerprinting Required.
LICENSES/CERTIFICATES
Requires possession and maintenance of a valid OSHA HAZWOPER certification.
Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
