Position Overview
TRC is hiring a Submarine Propulsion Plant Engineering Activity (SUB PPEA) Analyst to support the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). This role provides technical, logistical, analytical, and administrative support to the SUB PPEA, directly supporting submarine modernization, maintenance, engineering coordination, and fleet readiness.
The ideal candidate is a former U.S. Navy submariner or experienced civilian submarine maintenance professional who can apply hands on operational knowledge to submarine non reactor propulsion plant engineering, logistics coordination, fleet technical communications, system health analysis, and engineering process improvement.
TRC has funding for two positions. Candidates in or near the Philadelphia area are preferred. Remote candidates may be considered with reliable SIPRNet access. Former Nuclear Electronics Technicians (ET) and Nuclear Machinist's Mates (MM) are especially encouraged to apply.
Essential Functions
• Serve as a technical discipline coordinator and primary point of contact for submarine non reactor propulsion plant engineering issues.
• Develop and deliver high level presentations, technical briefs, reports, and status products on program status, system health, engineering concerns, and logistics matters.
• Act as the logistics point of contact for Engineering Change Proposals (ECPs), technical referrals, and Diminishing Manufacturing Sources and Material Shortages (DMSMS) actions.
• Support integration of logistics changes and incorporation of Ship Change Documents (SCDs) into existing engineering drawings and technical baselines.
• Support the In Service Engineering Agent (ISEA) with drafting, processing, and dissemination of Naval Messages, ISEA Advisories, and technical notices.
• Process and analyze Fleet feedback and emergent issues, including Casualty Reports (CASREPs), Liaison Action Requests (LARs), and Departures from Specification (DFS).
• Support System Health Data Management and System Health Analysis for submarine non reactor propulsion plant systems across all submarine classes.
• Support NSWCPD with development and documentation of Standard Operating Procedures (SOPs), process maps, and workflow documentation.
• Develop and maintain status trackers, dashboards, and performance metrics for engineering and logistics actions.
• Support classified and unclassified technical communications, including handling of CUI and U-NNPI data.
Required Education and Experience
• Bachelor's degree in Engineering from an accredited university or U.S. Maritime Academy. Equivalent directly relevant Navy experience may be substituted for formal education, particularly for candidates with significant hands on submarine propulsion plant, maintenance, or technical leadership experience.
• Minimum seven (7) years of experience with U.S. Navy submarine propulsion plants, including steam cycle system design, repair, installation, modification, operation, maintenance, troubleshooting, or testing.
• Must be a former U.S. Navy submariner or civilian submarine maintenance technician with directly relevant experience.
• Strong understanding of submarine operations, maintenance, and engineering support practices.
Preferred Experience
• Prior NAVSEA activity experience.
• Working knowledge of the ECP process.
• Experience with the Submarine Maintenance Monitoring Information System (SMMIS) and Advanced Technical Information System (ATIS).
• Experience using eForms, eDFS, eTracker, and eAARTS.
• Familiarity with NSWC Corona reliability data sites.
• Experience with SIPRNet for classified communications and data handling.
• Familiarity with CUI and U-NNPI handling.
• Former Nuclear ET or Nuclear MM experience in submarine environments.
• Candidates located in the Philadelphia area.

Clearance
Active DoD Secret security clearance required. Remote candidates must have reliable SIPRNet access sufficient to perform classified coordination and data handling.
Work Environment and Telework
Professional office environment with hybrid or fully remote options depending on customer requirements, location, and experience. Telework may be approved up to 100 percent. Philadelphia area candidates preferred.
Travel
CONUS travel up to 10 percent.

Salary
$90,000 to $110,000 annually, commensurate with experience.
