Under the general supervision of the Public Works Director, performs a variety of supervisory and skilled laboring tasks in support of the development, operation and maintenance of Town streets, sidewalks, trails, bridges, stormwater system, rights of way, and other Town transportation and drainage infrastructure. The list below is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.
  • Assists, performs and/or directs a variety of routine inspections and complex maintenance and construction activities to include asphalt and concrete maintenance, street signage, street sweeping, screening of sand, crushing recycled asphalt pavement, street striping, trail repairs, installation and maintenance of underground stormwater pipes, inlets, and manholes.
  • Schedules and coordinates personnel and equipment to meet normal and emergency conditions including snow and ice removal, flooding, and Police and Fire emergency situations when asked.
  • Manages the snow operations, on-call schedule, salt/sand storage, and snow route planning and mapping.
  • Performs routine safety checks of equipment and minor maintenance activities on vehicles and equipment and maintains records of activities.
  • Operates a variety of heavy duty and light duty equipment: including snowplow truck, dump truck, street sweeper, front-end loader, backhoe, skid steer, excavator, jet trailer, forklift, water truck, sand screener, and asphalt crusher.
  • Performs a variety of heavy laboring activities including the use of hand tools, light power equipment and heavy construction and maintenance equipment.
  • Plans and oversees special event and work zone traffic control as needed.
  • Manages the current maintenance work order system and performs data entry of information, maintenance logs and other data.
  • Maintains a safe working environment to include working in traffic, congested areas, ditches, and confined spaces.
  • Receives and responds to customer inquiries, questions, and complaints from internal and external stakeholders.
  • Performs snow removal activities either by hand, small equipment or heavy equipment as assigned
  • Performs right- of -way traffic control inspections in collaboration with the Town’s Engineering Division.
  • Performs general accounting duties including processes invoices and purchase orders, assists with preparation of annual budget, and monitors annual budget spending.
  • Supervises, evaluates, disciplines, and trains Streets Division personnel. Serves as the hiring manager for the Streets Division.
  • Performs inspections of contract work being completed in the Town’s right-of-way and at times supervises contractors that work on the Street Improvement Program (STIP).
  • Uses of safety equipment including self-contained breathing apparatuses or respirators properly and follows protocol for confined space and hazardous entry.
  • Handles hazardous materials safely.
  • Performs other related work as required or assigned.
  • High school diploma or equivalent (GED).
  • Seven years of experience in progressively responsible streets maintenance work with at least two (2) years at the supervisory or lead level.
    1. Associates degree in a related field (i.e. Construction Management) may substitute for two (2) years of experience.
  • Demonstrated Equipment Operator field proficiencies in the following equipment within six (6) months of hire per Policy 897: Dump Truck, Wheel Loader, Excavator, Mini-Excavator, Street Sweeper, and Spray Patcher.
  • Technical Capabilities: Familiarity with GIS mapping and asset locating in coordination with work order systems.

Licenses, Certifications and Registrations
  • Valid Colorado Class B Driver’s License and satisfactory driving record. Out of state candidates must have a valid Class B Commercial Drivers License and must obtain Colorado Class B License within six (6) months of hire. Employees with a CDL requirement as part of their job description are subject to random drug screening.

    1. Traffic Control Technician and Traffic Control Supervisor training
    2. APWA Winter Maintenance Supervisor Certification
  • Preferred Qualifications:
    1. APWA VISTA Equipment Certification Program Instructor.
    2. APWA Certified Public Works Professional—Supervision
    3. Colorado Local Technical Assistance Program Roads Scholar

  • Extensive knowledge and ability to use hand tools and heavy equipment such as backhoe, dump truck, bobcat, snowplow, skid steer, loader, excavator, jet trailer, street sweeper, and forklift.
  • Extensive knowledge of roadway drainage systems, snow removal, signage, and roadway preventative maintenance.
  • Knowledge of current practices and requirements set forth in the Manual on Uniform Traffic Control Devices (MUTCD).
  • Knowledge and ability to perform supervisory activities including training, motivating, coaching, scheduling, reviewing, and evaluating work. Appraises performance and handles personnel issues.
  • Ability to understand complex written and oral instructions and ability to solve basic mathematical problems.
  • Ability to perform strenuous physical labor for extended periods of time, including:
    1. Operating various types of tools and equipment associated with street, stormwater, park, or grounds maintenance.
    2. Lifting, carrying, and loading/unloading heavy items and materials.
    3. Removing snow by hand with shovel and snow blower.
    4. Hand-digging, sweeping, and raking various landscaping, grounds, ditches, and street repair materials.
    5. Accessing and working from below-grade trenches and above-grade ladders, scaffolds, or platforms.
    6. Walking throughout work areas containing various topographical conditions, visually identifying needed work, and inspecting work results.
  • Ability to develop and maintain accurate records and prepare reports when necessary.
  • Ability to assist in the development and maintenance of goals, policies, and plans for the department in safety, personnel, and operations.
  • Good knowledge of computer related activities including work order systems such as Lucity, standard office software (i.e. Microsoft Word, Excel, Google Docs) and accounting software (i.e. Tyler).
  • Ability to read and interpret maps and drawings.
  • Ability to provide excellent customer service to internal and external stakeholders.
  • Ability to communicate effectively, both verbally and in writing, and follow oral and written instructions.
  • Ability to establish and maintain effective working relationships with employees, customers and the general public.
  • Must be able to work an “on-call” work schedule including overtime, weekends, and holidays as needed and be able to respond to emergency situations per departmental policy.
