Streets & Drainage Superintendent. In this role, you'll make a direct impact on the community by leading operations that keep streets safe, drainage systems functioning, and projects moving forward. The Streets & Drainage Department has a staff of 14 FTE employees serving
approximately 11,240 customers. Under direct supervision of the Director of Streets & Drainage, this position is responsible for the effective and efficient performance of the missions of the City of Bastrop related to the management and maintenance of the City’s Streets and Drainage operations. The purpose of this position is to provide oversight and administration for work in the Streets & Drainage Department including the process of construction and repair of city streets, sidewalks, storm drainage infrastructures (i.e., curbs, gutters, inlets, etc.) and signage. Reviews, monitors, and develops procedures to ensure compliance with local, state and federal rules and regulatory practices; participates in reviewing and planning the City’s infrastructure development; supervises department staff, including assigning and reviewing work, completing performance reviews, instructing employees, and executing personnel actions; ensures employees receive appropriate licensing and safety training; develops cost projections for budget status; provides technical assistance in streets and drainage projects; and participates in departmental activities with engineers, consultants, developers, and citizens.
The Streets & Drainage Superintendent serves in a senior leadership role to support the department director through long term strategic planning and displaying sound judgement in department programs and services. - Prepare agenda items, proposed legislation and code changes for management review and City Council approval; prepare and present complex issues to internal and external customers.
- Review and independently perform engineering calculations, conduct statistical analysis of performance metrics, and perform survey tasks (calculating grades, setting slopes, establishing elevations, measuring location sites) in the construction and repair of streets, drainage infrastructure, and sidewalks; review technical submittals for compliance with code requirements.
- Has knowledge of operating various types of equipment in the construction, maintenance, and repair of City streets and drainage, i.e., backhoes, tractors and shredders, sweepers, rollers, dump trucks, water trucks, backhoes, asphalt paver, gradall, excavators, and motor graders.
- Provide guidance and assistance to Streets & Drainage Foreman, Crew Leaders, Maintenance Workers, and Equipment Operators when applicable.
- Responsible for the correct and accurate tracking of parts, materials and supplies that will be utilized in the field.
- Maintain records concerning capital and in-house street projects and daily activities reports.
- Conduct periodic safety meetings as required in accordance with department policy.
- Supervise Streets & Drainage Crew in daily vehicle maintenance, pre and post check-ins (Samsara Driver) and work with the Fleet Department on daily/weekly operational standards.
MARGINAL JOB FUNCTIONS- Regular and consistent attendance for the assigned work hours is essential, Monday – Friday, 7:00 a.m. to 4:00 p.m. Leave scheduled should be managed so as to not interfere with the ability to accomplish tasks, including special projects and assignments with deadlines.
- Provide support in various other areas as needed. i.e., capital improvements, customer service, and assisting other departments as directed.
- Perform related work as directed.
SPECIAL REQUIREMENTSMust be available to work holidays, weekends, night callouts, or after hours for special events, meetings, or during emergency situations as required.MINIMUM QUALIFICATIONSEducation, Training and Experience:- High school diploma or GED equivalent.
- Seven (7) years of progressively responsible experience in management and maintenance of streets and drainage systems.
- Three (3) to five (5) years previous experience in the field to include the safe and effective operation of a variety oflight to heavy duty equipment.
- Or an equivalent combination of education, training, and experience.
Licenses and Certificates:- Valid Texas Driver License, or the ability to obtain within six (6) months of employment.
- Must have and maintain an acceptable driving record throughout employment.
- Required to complete all Incident Command Training.
Knowledge, Skills, and Abilities: - Thorough knowledge of the materials, methods, and equipment utilized in the construction, maintenance and repair of streets and drainage systems.
- Thorough knowledge of records maintenance principles and practices.
- Considerable knowledge of the occupational hazards and safety precautions of the work.
- Considerable knowledge of effective supervisory principles and techniques.
- Knowledge and ability to use a personal computer and modern software for creating reports, spreadsheets, work processing, presentations, and memos.
- Knowledge of operating various types of equipment in the construction, maintenance, and repair of City streets and drainage, i.e., backhoes, tractors and shredders, sweepers, rollers, dump trucks, water trucks, backhoes, asphalt paver, gradall, excavators, and motor graders.
- Ability to assign, supervise, and inspect streets and drainage construction, maintenance, and repair work.
- Ability to communicate clearly and concisely both orally and in writing.
- Ability to establish short- and long-term operational goals and priorities.
- Ability to read and interpret drawings, blueprints, schematics, and maps.
- Ability to add, subtract, multiply, and divide; calculate decimals and percentages; utilizing geometric principles to establish grades, elevations, and slopes for the daily construction of tasks assigned.
- Ability to develop and maintain effective working relationships with director, subordinate personnel, and other departments with whom position interacts.
- Ability to manage and direct the operation and maintenance of the City’s Streets & Drainage Department to ensure cost effective use of resources and compliance with state and federal regulations.
- Ability to perform supervisory/ administrative functions, including but not limited to training, evaluating, scheduling staffing and job activities, timekeeping, disciplinary actions, hiring decisions, planning and overseeing work, and optimization of streets and drainage processes, assist in developing and managing division budget.
- Ability to coordinate capital project work, work efforts with multiple divisions/departments and outside agencies; ability to develop and oversee annual contracts.
- Ability to manage Streets & Drainage Department during absences of the Director of Streets & Drainage.
- Ability to oversee the division’s safety program.
- Ability to administer and ensure compliance with the Risk Management Plan and Emergency Response Plan.
- Ability to respond to customer concerns and requests; ability to perform special projects and studies.
- Ability to read, interpret, and retain an understanding of civil drawings, schematics, diagrams, and maps.
Physical Requirements and Working Environment:- Some tasks involve frequent walking, standing, and stooping for extended periods of time.
- Some tasks require some lifting and carrying of moderate weight (12-20 pounds).
- Some tasks involve frequent operation of vehicles, shop or hand tools, in which manipulative skills and hand-eye coordination are important ingredients of safe/productive operations.
- Some tasks involve the regular, and at times sustained, performance of heavier tasks such as walking over rough/uneven surfaces, bending, stooping, working in confined spaces, and lifting/carrying heavy (20-50 pounds) items and occasionally heavier (100 pounds +) items.
- Some tasks involve the frequent use of the skilled and complex operation of equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.
- Ability to work outdoors in extreme weather conditions including heat, cold, and inclement weather (i.e., rain, sleet, snow, ice).
- Exposure to adverse environmental conditions such as dirt, rain, poison ivy and oak, strong odors and/or smoke, dust, or pollen.
- Some tasks may require exposure to strong and/or toxic chemicals.
