Summary: Under general direction of the Assistant Director of Budget & Strategic Planning, or designee, the Strategic Planning Analyst is responsible for conducting long-term revenue and expenditure forecasts to support the City of Frisco's strategic planning initiatives. This role involves developing multi-year forecasts, carrying out fiscal impact analyses, and providing data-driven insights to inform policy and budget decisions. By aligning financial resources with long-term objectives and ensuring the city's fiscal sustainability, the ideal candidate will possess strong analytical abilities, attention to detail, and expertise in financial modeling and public sector planning.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position.   • Develops and maintains long-range financial forecasting models for revenues, expenditures, and fund balances.
  • Prepares and presents long-range financial reports to stakeholders.
  • Collaborates with departments to align financial forecasts with the City's strategic goals and initiatives and evaluate the fiscal implications of capital projects, service expansions, and strategic initiatives.
  • Provides analytical support for the development and implementation of the City's strategic plan.
  • Tracks and reports on the progress of strategic initiatives, identifying potential financial impacts.
  • Collects, analyzes, and interprets financial and economic data to support forecasting and strategic planning efforts.
  • Analyzes historical financial data, economic, demographic, and policy trends to assess their impact on the city’s financial outlook.
  • Prepares detailed reports and presentations on financial forecasts, trends, and scenarios.
  • Communicates complex financial information to diverse audiences in a clear and concise manner.
  • Assists in the development and implementation of financial policies and procedures related to forecasting and strategic planning.
  • Ensures compliance with relevant regulations and best practices in financial forecasting and planning.
  • Provides recommendations for improving forecasting accuracy and efficiency.

Other Important Duties:
  • May travel to attend meetings, conferences and training.
  • Assist management with other duties as necessary.

Knowledge, Skills, and Abilities:
  • Knowledge of Governmental Accounting Standards Board (GASB) requirements and Generally Accepted Auditing Principles (GAAP) related to municipal finance administration and program development.
  • Knowledge of Federal, State and Local financial policies, laws, and regulations, including tax laws.
  • Knowledge of maintaining complex computerized general ledger systems.
  • Knowledge of municipal audit practices and procedures.
  • Knowledge of City policies and procedures.
  • Proficiency in the use of computers and related equipment, hardware and software for development and tracking of various accounts.
  • Skill in effective oral and written communications.
  • Skill in tracking, monitoring, and reviewing various reports.
  • Skill in resolving customer complaints and concerns.
  • Skill in problem solving.
  • Ability to prepare clear and concise reports.
  • Ability to research, analyze and evaluate new service delivery methods and techniques.

Education, Experience, and Certifications/Licenses:
  • A Bachelor’s Degree in Accounting, Economics, Finance or a related field and three (3) years of experience in financial account analysis, or a related field, preferably within a municipal or public sector environment or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
  • Certified Public Accountant for the State of Texas or Certified Government Finance Officer (CGFO) preferred.
  • Strong knowledge of debt management principles, financial modeling and public finance are desirable.
  • Experience with software systems.
  • Must pass a pre-employment drug screening and/or post-offer physical exam.
  • Must possess State of Texas Driver’s License.
