Education and Experience: Bachelor’s Degree or higher in Business or Public Administration, Economics, Finance, Accounting, Organizational Development or a related field, and six (6) years of work experience in program or project development or management, strategic planning, business process improvement, and/or public administration.
Licenses and Certificates:Texas Class "C" Driver's License or equivalent from another state.
Under general direction, administer and manage efforts in the coordination of strategic program initiatives and operational action plans to create citywide efficiencies and services aligned with the organizational goals, vision and mission.
Plan, organize, control and direct the coordination and implementation of initiatives to support City program action plans and processes for departments and/or cross-functional teams including special projects and activities through subordinate managers/coordinators. Involves: Review and evaluate service delivery methods, systems and initiatives. Supervise implementation of activities and initiatives to ensure alignment exists with the city’s values and goals. Lead and apply organizational and change theories.
Identify opportunities for improvement to program services and operating procedures to enhance efficiencies. Involves: Make recommendations to senior staff on best practices, initiatives, and processes. Approve project plans, to include documents, data collection, and analysis for existing projects and new opportunities. Develop detailed project plans, scope and objectives, and milestone dates. Establish program priorities and key performance indicators.
Perform a comprehensive evaluation of program initiatives and performance measurements. Involves: Deliver oral and written presentations of findings, conclusions and recommendations. Provide input and subject matter expertise into the improvement and impact of strategic initiatives. Compile yearly strategic outcome measures to determine the impacts of strategic goal(s) and initiatives.
Manage and approve the planning and coordination of special events and City-wide programs. Involves: Approval of event planning process, contract negotiation, and vendors for events such as Winterfest and other City-wide programs. Develop, train, direct, and supervise staff for events and programs. Oversee and approve purchases of all necessary supplies for events and programs.
Serve as spokesperson for the City’s programs and services initiatives. Involves: Represent the city and assist with developing marketing and communications in support of initiatives and programs. Attend various meetings and conferences and interact with a wide range of officials, departments, and the public. Develop and write effective communications on the City’s implementation of strategic plans and strategies. Coordinate with the City’s Communications Department to create marketing plans to promote related events through press releases, radio, television, and social media platforms. Lead public meetings and deliver presentations to targeted audiences as needed.
Supervise assigned staff. Involves: Assign, schedule, guide, and monitor work. Appraise employee performance and review appraisals by subordinate supervisors. Provide for staff training and development. Counsel, motivate, and maintain harmony. Identify and resolve staff differences, conflicts, and deficiencies. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
