Tuolumne County Public Health is seeking a dynamic Staff Services Analyst to join our team, specifically supporting the Emergency Medical Services (EMS) Agency. This position offers an exciting opportunity to play a critical role in maintaining and advancing the quality and coordination of our county’s emergency medical response system.

The Staff Services Analyst will be responsible for a variety of administrative and analytical duties, including managing contracts, developing, and maintaining Memorandums of Understanding (MOUs), creating, and updating policies, and leading Continuing Quality Improvement (CQI) initiatives. The ideal candidate will possess strong organizational skills, attention to detail, and the ability to work collaboratively with both internal and external partners.

Staff Services Analyst I/II
Under direct or general supervision, to analyze, develop and coordinate administrative functions for a department, including preparing and administering budgets, evaluating and developing grant funding sources, planning and conducting feasibility studies for new and existing programs, and other administrative activities; and to perform related duties as assigned.

Senior Staff Services Analyst
Under general direction, plans, develops, and oversees administrative functions for a department, including preparing and administering budgets, evaluating and developing grant funding sources, planning and conducting feasibility studies for new and existing programs, and other administrative activities; and to perform related duties as assigned.

Receives direct or general supervision from assigned supervisory or management staff.

Senior Staff Services Analyst
Receives general direction from assigned supervisory or management staff. May provide supervision and training to lower-level staff.

CLASS CHARACTERISTICS

Staff Services Analyst I: This is the entry-level class in the Staff Services Analyst series. Initially under close supervision, incumbentsperform analytical and technical work within the assigned department. As experience is gained, assignments become more varied and are performed with greater independence. Incumbents at this level usually perform most of the duties required of the positions at the II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience.

Staff Services Analyst II: This is the fully competent level class in the Staff Services Analyst seriesthat performsa variety of program, funding and related analytical services for various departments with the County. Incumbents are expected to have or develop specific knowledge of program and functional areas of the department to which assigned. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, are fully aware of the operating procedures and policies of the work unit and may provide lead and/or functional direction to technical and support staff in in the performance of departmental administrative functions.

Senior Staff Services Analyst: This is the senior level class in the Staff Services Analyst seriesthat performsa variety of program, funding and related analytical services for various departments with the County. Incumbents are expected to have comprehensive knowledge of specific programs and functional areas of the department to which assigned. Incumbents perform the most complex and/or sensitive analytical work and provide direction to lower-level staff. Positions at this level are distinguished from the II level by the complexity of duties assigned, working independently, and exercising independent judgment and initiative.
Positions in the Staff Services Analyst class series are flexibly staffed and positions at the higher-level are normally filled by advancement from the lower level depending on department or program need and after gaining the knowledge, skill, and experience which meets the qualifications for and after demonstrating the ability to perform the work of the higher-level class.(Illustrative Only)

Staff Services Analyst I/II:
  • Conducts analytical studies of various departmental operations and administrative functions, and recommends improved methods, procedures and policies.
  • Researches, recommends and develops new programs and services related to the department to which assigned.
  • Conducts feasibility studies to identify funding, equipment, staffing and related requirements for program or service implementation.
  • Prepares, submits and administers department / program budget(s).
  • Researches sources of potential funding for proposed programs; prepares and coordinates grant applications and proposals; administers grants and prepares required reports and documentation.
  • Tracks department expenditures; reviews and processes purchase requests and ensures assignment to proper accounts; reviews and approves claims for payment.
  • Prepares requests for proposals and provides support and coordination for the evaluation of bids and selection of contractors.
  • Compiles, maintains, and analyzes data; identifies trends, and makes recommendations involving the formulation of policy and procedures, as well as staffing and organizational changes.
  • Receives and responds to inquiries, in oral or written form, from the public or other agencies concerning department operations.
  • Participates in a variety of committee, staff and related internal and external meetings to assist in resolving issues, providing information and coordinating programs and services.
  • Prepares agenda items for discussion at Board of Supervisor meetings.
  • May act as a liaison between the department and regulatory, business and industry, or community representatives.
  • Performs other clerical / administrative work as required, which may include but is not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, preparing computer spreadsheets, reviewing and processing mail, sending and receiving faxes, processing department time sheets, answering the telephone, scheduling appointments and meetings, ordering supplies and materials, etc.
  • Attends meetings, training, seminars, etc., as required to enhance job knowledge and skills. Analyzes proposed legislation, labor law, court cases, advisory committee recommendations, and decisions of hearing bodies to determine impact on departmental operations; recommends sound courses of action.
  • Prepares a variety of reports, correspondence, manuals, records and other documents.
  • Receives and screens visitors and telephone calls, providing a high level of customer service to both external and internal customers; maintains an on-going, positive working relationship with the public, assigned agencies, and departments; provides information to County staff, other organizations, and the public, requiring the use of judgment and the interpretation of complex policies, rules, procedures, and ordinances.
  • Attends to a variety of office administrative details, such as keeping informed of departmental activities, transmitting information, processing contracts and agreements, attending meetings, preparing agendas and taking minutes, and serving on various task forces and committees.
  • Performs related duties as required.

  • Plans, designs, develops, organizes, oversees, and administers highly complex department-specific programs and projects; directs all aspects of assigned programs, including legal and regulatory compliance.
  • Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems related to the department to which assigned.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Staff Services Analyst I:

Option 1: Equivalent to graduation from an accredited four-year college or university.

Option 2: Equivalent to an Associates degree (60 semester/90 quarter units);
AND
Two (2) years of full-time technical level experience in general administration, fiscal, or program work.

Staff Services Analyst II:

Option 1: One (1) year of full-time experience and demonstrated competency as a Staff Services Analyst I at the County of Tuolumne.

Option 2: Equivalent to graduation from an accredited four-year college or university;
AND
Two (2) years of full-time experience performing analytical work in the areas of general administration, fiscal, grant or program participation and/or management.

Senior Staff Services Analyst:

Option 1: Two (2) years of full-time experience and demonstrated competency as a Staff Services Analyst II at the County of Tuolumne.

Option 2: Equivalent to graduation from an accredited four-year college or university
AND
Three (3) years of full-time experience performing analytical work in the areas of administration, fiscal, grant or program participation and/or management, with some lead-level or subject matter expert responsibility.

Licenses and Certificates:

  • Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
