MajorDuties

  • Serves as Captain in command of park vessels, including the Annie Moore (76 ft) and Liberty II (70 ft), conducting daily ferry operations transporting up to 49 passengers in support of park activities and special events. Ensures safe vessel operations in New York Harbor, overseeing navigation, passenger and cargo handling, and making operational decisions based on weather, sea, and traffic conditions. Navigates using charts and electronic systems (e.g., radar, radios), performing precise docking and maneuvering in challenging conditions, including strong currents, winds, fog, and ice. Supervises and trains deckhands to meet U.S. Coast Guard requirements, directing crew operations and preparing for emergencies such as man overboard, fire, and mechanical failures. Conducts inspections and performs routine and cyclical vessel maintenance; coordinates repairs with mechanics, USCG, and shipyards; and prepares contract documents (e.g., SOW, IGE) for vessel upkeep and dry docking.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.

Requirements

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to operate park vessels as part of your official duties; a Transportation Worker Identification Credential (TWIC) is required. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Ability to lift 50 pounds Applicants must be at least 18 years old due to hazardous duties. This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position is: A 75-mile radius from the official duty station New York, NY. Residency will be verified during the hiring process. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected the display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: Small craft operators exert moderate to heavy effort when operating vessel controls and monitoring conditions during ship movements and routine maintenance. Strong hand-eye coordination is required to operate controls and achieve precise vessel positioning during operations. Operators must have arm and leg strength, balance, and physical agility to move and work safely when the vessel is in heavy seas or violent motion. Working Conditions: Operators are exposed to prevailing weather conditions for short durations, including hot sun, fog, rain, spray, and docking operations. Most work is performed within the shelter of the pilot house. Operators may be exposed to slips, trips, and falls on wet or moving surfaces and the risk of falling overboard. A life jacket is worn at all times while on deck and underway. The small craft operator must follow established safety practices and complete required training to safely use power tools during vessel maintenance.
